Description
U -- Education and Training Services We are planning to issue a solicitation in November of 2000 for the services of a contractor to provide education and testing services in support of the Defense Leadership and Management Program (DLAMP). The purpose of this synopsis is to ask small business concerns to submit capability statements for us to evaluate as a basis for determining whether or not this acquisition should be conducted as a small business set-aside pursuant to Subpart 19.5 of the Federal Acquisition Regulations. No contract will be awarded as a result of this notice. A separate synopsis will be published prior to the release of the solicitation. The Standard Industrial Code (SIC) is 8221. A small business is defined as having an average annual net income of $5,000,000 or less over the past three fiscal years. The DLAMP program provides a systematic, coordinated approach to professional development including opportunities for participants to have 12-month, career-broadening rotational assignments, to attend senior professional military education (PME), and to acquire a broad range of skills through completion of specifically focused graduate courses. The purpose of the procurement is to contract for the highest quality educational services. The contract will be for a base period of one year with four one -year options. The total term of the contract will not exceed five years. The educational services required are as follows: Course delivery and instruction of DLAMP graduate level courses with a degree granting institution accredited by AACSB. The academic institution shall grant a graduate degree in business incorporating the DLAMP courses. The objective is to deliver courses for the DLAMP graduate level curriculum as specified by delivery order. These courses were designed consistent with the standards of AACSB for graduate level courses and shall be team taught by academic professors and DoD experts. Each course was developed with 45 hours of academic content infused with 35 hours of course material with a Defense-related emphasis for a total of 80 classroom hours. The contractor shall be an AACSB accredited college, university or consortium of colleges or universities. The AACSB institution shall grant graduate credit for all DLAMP courses and provide documentation certifying such credit to the DLAMP program office within 30 calendar days after contract award. The contractor shall provide all necessary qualified personnel, graduate level course materials and technical data for the delivery of graduate level course materials to instruct DoD civilian executives in the designated curriculum. The contractor shall coordinate this effort with the DLAMP office. The contractor shall use the course materials developed by AACSB accredited institutions for the DLAMP graduate course curriculum. Copies of all course materials will be furnished to the contractor by DLAMP. The academic institution involved in course delivery must certify in writing that the 29 DLAMP graduate courses in 9 subject areas are consistent with AACSB standards and are comparable in quality to its own graduate courses. Further, this certification must include the statement that the academic institution would, given that all other AACSB conditions and standards are met, offer 3 semester hours of graduate credit for students successfully completing each of these courses in its own graduate program. This certification must be in place within 30 calendar days after contract award. Each course is taught during a condensed two-week period of time, at the DLAMP residential academic facility in Southbridge, Massachusetts, or temporary facilities while the Southbridge facility is undergoing development. The Department of Defense may identify alternate instruction location(s). The only exception is the capstone course that is taught in two sessions totaling three weeks (120 hours). Each course carries 3 semester hours of graduate credit. The only exception is the capstone course wherein students may select one of three options (exam and seminar, research project, or publishable research paper) to fulfill course requirements and the credit may range from 3 -- 6 semester hours of graduate credit accordingly. We request that small business concerns submit capability statements which should include the following information: 1. Describe the university's / company's organization, including the facilities and financial resources available; 2. Describe your experience and past performance providing educational services such as described herein. Provide names and phone numbers of references that can attest to your past experience; 3. Describe the personnel resources available, or ability to obtain resources, and the qualifications 4. Describe the plan for providing these educational services consistent with the work description and objectives stated herein. Capability statements will be reviewed to determine whether or not this acquisition may be set- aside for small businesses. It is important that submitted capability statements include complete information addressing each of the above information requirements. We ask that responses to this synopsis be received no later than October 20, 2000.
