Description
DESC: DTCG87-00-B-643148 _ Race Court and Beacon Avenue Roads and Utilities project at the USCG Integrated Support Command Kodiak, Alaska. Work shall consist of removal and replacement of asphalt concrete pavement; Portland Cement Concrete sidewalk and curb and gutter; water, sewer, storm drain lines, catch basins, valve box, fire hydrant, steam manhole, replacement of steam and condensate lines including abatement of asbestos containing insulation, and other items along Race Rock Court and Beacon Avenue. Work shall be completed in two phases. Start and totally complete either Race Rock Court or Beacon Avenue before starting the other. The estimated cost range is between $500,000 and $1,000,000 dollars. The estimated time for completion of all contract work is 120 calendar days after notice of award. This procurement is issued pursuant to the Small Business Competitiveness Demonstration program, public law 100-656, as implemented by the OFPP Policy Directive and Test Plan dated 8/31/89. The Industrial Standard Code is #23411 (1997 NAICS U.S. Description). All responsible sources may submit a bid which shall be considered by the U.S. Coast Guard. Request for bid documents must be submitted and received by this office no later than October 30, 2000. For minority, Women-Owned and Disadvantaged Business Enterprises; The Department of Transportation (DOT), Officer of Small Business Utilization (OSBDU), has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short term contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guarantee of the bid bond amount to a surety against losses. Loans are available under the DOT Short Term Leading Program (STLP) at prime interest rates to provide for accounts receivable. The maximum line of credit is $500,000 dollars.
