Description

The Naval Undersea Warfare Center Division Newport, Newport, Rhode Island requires the services of Lincoln Composites, 4300 Industrial Avenue, Lincoln, Nebraska, as a sole source in accordance with 10 U.S.C. 2304(c)(1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements and Federal Acquisition Regulations Part 13 -- Simplified Acquisition Procedures to design and analyze the method of attaching the upper and lower titanium flanges, and to study the effects of uneven heat over 200 degrees Fahrenheit on the bond of the epoxy which joins the pads and seals to the Composite Capsule Launching System (CCLS). Lincoln Composites built all the original CCLS's and designed the method for pinning both the lower and upper flanges and possesses all the specifications, drawings, processes, tooling and corporate knowledge required for this effort. This is a follow-on to the basic requirement. This design is needed by December 2000 to allow for tools to be built to make the redesigned flange pinnings. Delivery will be FOB Destination, Newport, Rhode Island by 1 December 2000. Standard Industrial Code (SIC) 8711, $20 Million. Note 22 applies.
