- RIA SN: 395000X998101, HQ, Operations Support Command intends to award an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to Grove US LLC for the purchase of Material Handling Cranes, Model # FRS 1195010000 for the Forward Repair System. The solicitation will include a base year and four one-year options. Minimum quantities: base year 19 each, 1st option year 25 each, 2nd option year 53 each, 3rd option year 30 each, 4th option year 26 each. Maximum quantities: base year 24 each, 1st option year 50 each, 2nd option year 80 each, 3rd option year 60 each, 4th option year 40 each. Under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements, the government intends to solicit and negotiate with only one source for a Firm Fixed Price contract. Only cranes with the following minimum characteristics are acceptable: Description: Material Handling Crane capable of removing and replacing major components including full-up power packs, minus the full-up power pack's container, of all models of currently supported vehicles in the US Army inventory. The material handling crane shall be in accordance with Rock Island Arsenal drawing RIA149457. The size envelope shall not exceed 95.95" length, 48.75" width, 52.78" height and 5700 LBS weight. The crane shall comply with Mobil and Locomotive Cranes, ASME/AMSI B30.5. Vertical lift of load is required. All crane booms shall have a fixed location for stowage of the hook assembly. A means shall be provided which prevents the load hook assembly from contacting the upper pulley (Anti-two blocking). The crane shall comply fully with the intent of OSHA Subpart 'N', 29CFR 1910.180 "Crawler, Locomotive and Truck Cranes" and 29 CFR 1926.550 "Cranes and Derricks" when utilized in accordance with the requirements published therein. The crane wire rope wedge socket will incorporate an integrated cable clip to secure the tail of the rope to the wedge. The crane shall have a minimum lift capability of 10,000 LB (4536 Kg), a minimum lift radius of 14 feet when loaded to 10,000 pounds and a static capacity of 125% of rated capacity at inner and outermost reach (lift radius is that distance as measured from the crane's rotational center to the center of the lifting hook). It shall have a minimum-working traverse of 300 degrees, at 150 degrees minimum to each side of the Forward Repair System longitudinal axis, with the 'dead' sector located toward the front of the system. Lubrication of the crane swing bearing will be accomplished from a central point located remotely from the bearing. The crane will incorporate a means to positively latch the outrigger beams in the retracted position. The crane stabilizers will incorporate a means to prevent downward creep when stowed. The crane stabilizers shall use check valves to lock in place when extended in order to stabilize the Forward Repair System at all times. Stabilizing system shall be design such that when the crane is operating on the Forward Repair System at any rated capacity, the system tipping moment shall not exceed 85% of the system righting moment when tested in accordance with SAE J765, except that the test shall occur on a 7% lateral slope. The crane will incorporate longitudinal and transverse level gauges which are adjustable. The hydraulic control valve system shall be a load-sensing system, compatible with the variable-displacement load-sensing pump. A means will be incorporated to lock the main hydraulic pressure manual override control in the "normal" position to prevent unauthorized tampering. Cylinder rod chromium plating shall not be exposed when the material-handling crane is not in use. High-pressure hydraulic hoses shall have the physical qualities compatible with or shall be capable of operation on OE-10, OE/HDO/-10 and Grade 10 oil conforming to OPL-2104 and OEA under Arctic Conditions. The crane will incorporate hydraulic test ports in the load sense hydraulic circuit and at the pressure inlet which are compatible with specified test equipment. The crane hydraulic return circuit will incorporate an oil sampling valve. Directional control valves shall be designed to permit operating a minimum of two functions simultaneously. The crane will incorporate a method of retaining the control valve cover(s) in a closed position that is consistent in operation and suitable for operation wearing Arctic or MOPP IV gloves. The crane will incorporate a suitable mounting for a customer-furnished storage box for the crane remote control and cable. Interested parties shall identify their interest in writing and must include prices and descriptions containing sufficient technical documentation to establish a bonafide capability to meet the requirements. No award will be made on the basis of offers or proposals received in response to this notice. To be considered interested parties must provide testing results and documentation that demonstrates they can meet and perform to all of the government requirements. If no responses are received which demonstrate an equivalent source is available by the 30th day after publication of this notice in the CBD, a contract will be awarded to Grove US LLC.
