- National Institute of Mental Health (NIMH) proposes to issue solicitation No. NIMH-01-DI-0001 and intends to make a sole source award to develop a Neuropsychiatric Animal Model Production and Analysis Resource (NAMPAR). The NIMH plans to award a one-year, cost-reimbursement contract for these services to the Brudnick Neuropsychiatric Research Institute, (BNRI) University of Massachusetts Medical School in Worchester, Massachusetts. As genes and their genomic cDNAs are identified and isolated as candidates for causing neuropsychiatric illness there is an increasing need for the generation of animal models for the increasing number of neurogenetic and neurodevelopmental questions that need to be addressed. For many of the human disorders affecting the nervous system, particularly behavior, appropriate naturally occurring animal models have not yet been identified. Demand for core resources is increasing due to the complexity of the production and analysis of neuropsychiatric animal models. An integrated and comprehensive consultation, production and evaluation resource such as the NAMPAR would greatly increase productivity, reduce variability and cost, and greatly enhance the appropriateness and accuracy of both production and analysis efforts. It would be a unique environment where experts in this single facility would be available to staff, advise and actually perform molecular genetic, physiological, brain imaging, behavioral and anatomical analyses, providing a comprehensive description of phenotype to address scientific hypotheses. The BNRI will assemble and maintain NAMPAR that will be available to DHHS funded investigators for the production and analysis of animal models of neuropsychiatric disorders, for the training of investigators in these procedures and for scientific meetings on topics related to the mission of the resource. BNRI will provide for the accessibility, maintenance, and updating of the NAMPAR, and for the development of appropriate additional testing paradigms. The applicable statutory authority authorizing sole source procurement is 41 USC 253 ( c ) (1), as set forth in FAR 6.302-1 (b) (1). Inherent duplication of cost to the Government and unacceptable delays in completing the study make competition unfeasible. Request for Proposal (RFP) No. NIMH-01-DI-0001 will be available on or about October 23, 2000 and the receipt date for proposals will be on or about November 27, 2000. The RFP may only be accessed electronically through the NIMH Home Page located at http://www.nih.gov/grants/indexcon.cfm. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. See Note 22.
