Description
The Naval Air Warfare Center, Weapons Division (NAWCWPNS) is seeking industry interest in engineering, land use and general administrative support services support that is currently the subject of a Commercial Activities Study. The purpose of a Commercial Activities Study is to compete work currently being performed by Government personnel but which could be performed by contractors. Contractors and the Government will compete for the work described below. This synopsis is not a Request for Proposal, but is a sources sought announcement issued only for information and planning purposes to identify potential sources for the performance of these services. Information submitted by respondees will be used to assist NAWS in it's Office of Management and Budget (OMB) Circular A-76 Commercial Activities Cost Comparison Study. This is the second CBD announcement for this requirement in accordance with FAR 7.303. Respondees to the first announcement appearing in the CBD 08 August 2000 need not re-send a proposed submission of interest/statement of capabilities unless they wish to update their original responses, as the original responses are already on file in our office. This announcement is open until 3:00 PM Pacific Time, 09 November 2000. The North American Industry Classification System (NAICS) is 541330 with a Size Standard of $4M. The Government reserves the right to make this requirement a small business set-aside. If a contract is awarded for this effort, the Government anticipates a Fixed Price effort for a duration of five (5) years (1 basic and 4 option years). However, contract type and duration could change. NAWCWD anticipates issuing a solicitation under OMB Circular A-76 guidelines to provide Engineering, land use and general administrative support services support at the NAWCWPNS China Lake, CA and San Nicholas Island, CA sites. The Engineering tasks are comprised of the following 1) Pavement Inspection and Database Management, 2) Land and Topographic Surveying, 3) Concrete, Asphalt and Soil Testing and 4) Technical Reprographics Support. The pavement inspection and database management includes but not limited to inspection of runways, approach ends, taxi ways, station roads and parking lots. The land and topographic surveying includes but not limited to field work, data reduction and data output/map production. The concrete, asphalt and soil testing tasks include but are not limited to: testing of concrete, asphalt and soil and maintaining a soil testing laboratory. Tasks for the technical reprographics support include but are not limited to: preparation of and copying of reports, creating vugraphs, maintaining copier, performing documentation updates to existing records, maintaining daily use and back-up of micro-film drawings and files, preparing original drawings for micro-film, maintaining electronic database for specific improvements, indexing all drawing records in accordance with MIL STD 100; maintaining computer-generated cross reference files for drawings; preparing request forms; preparing presentation packages; act as HAZMAT coordinator, maintain MSDS database, ensure proper disposal of HAZMAT material; provide drafting services to make changes to As-Built electronic drawings and updating base utility maps and general development maps. The land use tasks are comprised of the following services: Tiered-Maintenance Report Updates and Naval Facilities Asset Database (NFADB) Maintenance. The tiered-maintenance report maintenance tasks include but are not limited to: maintaining and updating the NAWCWD tiered maintenance report, Tasks for the NFADB maintenance include, but are not limited to: ensuring that all contract and planning documentation for Property Record Card (PRC) maintenance is properly reference and archived including matching PRC data with support documentation, performing field surveys; Initiate, complete and forward Acquisition Property Records; Assist in collecting, organizing and preparing information for the NAWCWD comptroller; review, complete and enter documentation updates into NFADB database; participate in site and space planning committees. The general administrative support tasks include but are not limited to: processing timesheets, preparing travel orders, processing correspondences, maintain computerized filing system, process mail, answer phones, take messages, receive visitors and maintain/update property system and personnel processing information. The classes of service employees to which a Service Contract Act Wage Determination would apply have not been determined. Proposed submissions of interest and/or statements of capability in the areas mentioned above should include the following information, taking into consideration that the information submitted may not be used for a procurement action: (1) A reference to the schedule number (N68936-00-R-0129) and title (Sources Sought For Engineering, Land Use and general administrative support Services Commercial Activities Study) of this CBD Announcement; (2) Company Name & Address; (3) Company's point of contact name, phone, fax, and email; (4) If a U.S. or foreign company; (5) Company Size (Small or Large according to NACIS 541330 with a Size Standard of $4M); (6) If your company is a Small Business, specify if your company is or is not the following: a. Small Disadvantaged Business, b. HubZone Business, c. Woman-Owned Business, d. 8a Business; (7) An outline of previous projects, specific work previously performed or being performed; (8) Name, professional qualifications and specific experience of engineers, and technical personnel who may be assigned as key personnel for the engineering and land use services effort described herein; (9) Any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the information submitted.
