Description

NASA/JSC plans to issue a Request for Offer (RFO) for hardware and software needed to conduct automated wire testing on the X-38 V-201 test equipment uising data directly from the V-201 MultiLinx database. NASA/JSC intends to purchase the items from GRCI. Work must be performed by GRCI since it requires a custom modification to the MultiLinx tool, which GRCI owns and X-38 is using for all vehicle wire harness engineering. The Government intends to acquire a commercial item using FAR Part 12. An Ombudsman has been appointed. See NASA Specific Note "B". Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 12, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
