Description

The Department of Energy (DOE), Richland Operations Office (RL), has the following requirement for Legal Support. Legal research support, environmental analysis, and evidentiary compilation, in support of DOE in the ongoing negotiations and potential litigation regarding the Tri-Party Agreement, environmental permits, and related environmental issues at the DOE Hanford Site, in the State of Washington, to achieve a comprehensive and integrated legal environmental strategy position. Legal research support, environmental analysis, and data compilation in support of DOE environmental management plans and activities at the DOE Hanford Site. Analysis shall include evaluations of environmental laws and regulations applied site-wide among the various Hanford contractors and its environmental management planning, strategy development, issues management, and implementation. Specific deliverables are (1) annotated compendium of applicable environmental laws and regulations to DOE Hanford Site, and (2) analysis and evaluation of cross-cutting impacts among the various Hanford contractors and subcontractors to identify a Hanford environmental issues management list and support a comprehensive DOE Hanford Site environmental management strategy. Qualified sources must have knowledge and minimum 7 years experience providing regulatory or litigation advice regarding application of State of Washington environmental laws and regulations applicable to federal facilities, preferably U.S. Department of Energy facilities or other federal nuclear facilities. The Government anticipates the award of a firm fixed price purchase order. Interested companies may identify their interest and submit capabilities packages and proposals/quotations in response to the requirement.
