Description
This is a combined synopsis/solicitation for commercial items and service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested using simplified acquisition procedures, and a written solicitation will not be issued. This solicitation, PS01-Q-002, is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. This acquisition is 100% set-aside for small business. The Standard Industrial Codes (SIC) for this acquisition is 2731 "Books: Publishing or Publishing and Printing" and 2761 "Manifold Business Folds". The National Science Foundation (NSF) has a requirement for printing, folding, and delivery services for publication number NSF 00-153 and NSF 00-154 Presidential Awards for Excellence in Mathematics and Science Teaching Brochure and Poster for 2002. Services will include output, stripping, proofing, packing and delivery. The contractor will be required to print 250,000 copies of the brochure and 50,000 copies of the poster. The artwork will be provided to the contractor in electronic mechanical. Note: all comparable products must be specified in the contractor quotations and stock must be at lease 10% PCW -- and must also be specified. The contractor will be required to deliver 5,000 copies of the brochure and 500 copies of the poster to NSF headquarters in Arlington, Virginia. The remaining 245,000 copies of the brochure and 49,500 copies of the poster will be delivered to NSF Clearinghouse in Annapolis Junction, Maryland. The deliveries to the two locations must be made on the same day. Interested responsible contractors must be located within a 100 kilometer or 62 mile radius of NSF headquarters, 4201 Wilson Boulevard, Arlington, Virginia. Contractors intending to use production facilities outside this area will be required to furnish information within their quotation, which will on its face, demonstrate the ability to meet the schedule requirements. The contractor must be able to make last minute adjustments and be able to pick-up and deliver from NSF on very short notices during production. Brochure specifications: 4" x 9" score and wrap-folded (16" x 9" flat) 2 pages/8 panels; 3 PMS colors plus spot gloss varnish on 80# Vintage Velvet cover or comparable recycled stock; all sides bleed. Panel 4 is a perforated reply card and does not receive varnish, it prints with 7 different addresses, which will be packaged and marked separately. Poster specifications: 12" x 9" score and folded (24" x 36" flat); 3 PMS colors plus full flood gloss varnish on 100# Vintage Velvet text or comparable recycled stock; all sides bleed. Note: both Matchprint and press inspections are required. Responses to this synopsis/solicitation shall provide pricing for printing, folding, and delivery of NSF publication numbers 00-153 and 00-154 as specified herein, for 250,000 brochures each with the extended total, and 50,000 posters each with the extended total. Anticipated completion time for any order resulting from this synopsis/solicitation is 10 business days from receipt of order not including NSF review time. Offerors shall provide a complete copy of provision 52.212-3, Offeror Representations and Certifications -- Commercial Items. Offerors shall address all requirements in this combined synopsis/solicitation, and shall provide clear evidence of understanding and the ability and willingness to comply with the Government's specifications of need. Failure to address a specification/requirement will be construed by the Government as inability to meet the need, or the offeror's taking exception to it. The Government anticipates awarding one order resulting from this combined synopsis/solicitation to the responsible offeor whose offer conforming to this synopsis/solicitation will be most advantageous to the Government. The following factors, in descending order of importance, shall be used to evaluate offers: A) Cost/Price; B) Technical Qualifications; and C) Past Performance. The Government reserves the right to award a purchase order without discussions. Selection will be made in accordance with FAR Part 13, Simplified Acquisition Procedures, Subpart 13.106-2 Evaluation of Quotations or Offers. The following FAR provisions apply to this solicitation: 52.212-1, Instructions to Offerors-Commercial; 52.212-4, Contract Terms and Conditions -- Commercial Items; 52.232-33, Payment by Electronic Funds Transfer -- Central Contractor Registration.
