Description

Westinghouse Savannah River Company (WSRC), management and operating contractor for the U.S. Department of Energy's (DOE) Savannah River Site (SRS) located near Aiken, SC, is seeking Expressions of Interest from potential subcontractors for an engineering evaluation and possible repair design of an existing earthen dam. The services may include a geotechnical investigation with laboratory testing, engineering analysis, development of conceptual repair designs, and final design of the selected repair alternative. The dam, constructed in 1960, is a zoned earthen dam where the upstream three-fourths of the embankment is impervious material and the downstream one-fourth is pervious material. The upstream and downstream faces of the dam are sloped at 3H:1V. The dam has a maximum structural height of approximately 50 feet, a maximum design hydraulic height of approximately 44 feet, and a crest length of 1,750 feet. The dam does not have a spillway structure. The water, pond sediments, and biota immediately upstream of the dam are contaminated. Recent inspections of the dam by WSRC, Federal Energy Regulatory Commission, and DOE have shown that the line of saturation on the downstream face of the dam has increased. The engineering analyses will include a 100-year return period flood analysis, static and seismic stability, and earthquake induced liquefaction susceptibility and permanent deformation analyses. Expressions of interest must be received by WSRC on or before October 30, 2000. An information copy of the expression of interest may also be sent by facsimile to Westinghouse Savannah River Company, Attn: Art Glassman, (803) 952-6092. A Request for Proposal (RFP) will be issued on or about November 2, 2000. The RFP will require the submission of Standard Forms 254 and 255. From the RFP submission, two or more firms will be selected to make price proposals. Award of a fixed price contract is anticipated. Elaborate and/or voluminous submissions are neither required nor desired. The requested statement should be sent to WSRC, Art Glassman, Building 730-4B, Room 2167, Aiken, SC 29808.
