Description

This is a request for offer. The US Department of Energy (DOE) is seeking qualified firms to participate in a Basic Ordering Agreement (BOA) with the DOE's National Center of Excellence for Metals Recycle (NMR). The purpose of this agreement is to identify and pre-qualify all private and public firms interested in competing for multiple award, fixed-price task orders across the DOE Complex. The DOE and NMR wish to divest itself of surplus materials and equipment with limited surplus or commodity value including scrap metals of which some or all may be potentially radioactively contaminated. The material may be in various forms such as scrap, parts, equipment, and to-date has been determined to have minimal commercial value. The DOE will pay via fixed-price task order contracts and encourages firms to use innovative solutions to disposition the material including consideration for residual reusable or recyclable value. All BOA and subsequent task order awardees must comply with various applicable regulatory and DOE Site-specific requirements including in some cases DOE security requirements, in addition to specific requirements as set forth in task orders. The NMR will conduct BOA pre-award quality assurance audits to ensure firms meet applicable standards that will enable all awardees to compete for task orders. The NMR estimates 10,000 tons of material will be processed per year.
