- Description
- The National Institute of Standards and Technology (NIST) has a requirement for machining of the following Charpy V-notch specimens from NIST-supplied double vacuum melted AISI-SAE 4340 and maranging steel bars: specimens will be Standard Reference Material (SRM) 2092 Low Energy, SRM 2096 High Energy, and SRM 2098 Superhigh Energy. The work will consist of machining and heat treating reference-grade Charpy impact specimens from government-furnished steel. These specimens will be sold by the Government as standard reference specimens for verification of impact machine performance around the world. Quality standards are rigorous. Absolute adherence to the specifications is essential. Responsible vendors who have demonstrated their ability to meet the stringent requirements (though a qualification program) and who have met the standards for inclusion on the Qualified Manufacturers List (QML) for this product will be awarded contracts to produce batches of specimens in one of three separate grades. For each batch, the vendors will ship a pilot lot of 100 specimens to our Charpy laboratory in Boulder, Colorado for initial evaluation. If found to be acceptable, the remainder will be shipped to our Standard Reference Material Office in Gaithersburg, Maryland. The intended contracts will be 100% set aside for small businesses under NAICS code 333514 (size standard is 500 employees). The Charpy V-notch specimens will be sold by NIST as Standard Reference Materials to certify the calibration of Charpy V-notch machines. It is the Government's intent to place multiple award, indefinite delivery, indefinite quantity type contract(s) to contractors currently on NIST's QML. Companies interested in going through the qualification program (in order to be considered for future contracts) should request a copy of the qualification program instructions from the Contracting Officer (addresses below). The minimum quantity of specimens purchased will be a total of 3,600 per year from all vendors. The maximum quantity of specimens purchased will be 75,000 per year from all vendors. The following evaluation factors will be considered prior to placing task orders: proven technical capability, price, manufacturing capacity, past performance on previous task orders, and quality of deliverables. The anticipated period of performance will be for a base period of the remainder of Fiscal Year 2001 and four (4) option periods of 12 months each. Delivery will be FOB destination at Boulder, Colorado for acceptance testing of pilot lots and FOB destination at Gaithersburg, MD for the production specimens. Only those firms on the current QML shall be eligible for award, unless an offeror can satisfactorily demonstrate to the contracting officer that it or its product can meet the standards established for qualification before the date specified for award. The intended solicitation release date is October 24, 2000. Anticipated due date for offers will be November 14, 2000.
