- Description
- The U. S. Army Communications-Electronics Command Acquisition Center -- Washington is planning to post a Request for Proposals (RFP) for the development, acquisition and support of Countermine Capability Sets (CMCS). The CMCS is a suite of available or off-the-shelf countermine equipment used by forces deploying to conduct contingency stability and support operations (SASO). It is designed to provide an incremental, but significant increase, over currently fielded countermine systems, specifically, to meet deficiencies in the route and area mine clearing missions. The Countermine Capability Set (CMCS) provides equipment to temporarily fill the shortfalls in near-term capabilities while more effective equipment is being developed. CMCS will consist of several types of countermine equipment, including mine detection, neutralization, limited clearing, marking, and protection equipment. Additionally, there is a requirement to conduct an Engineering and Manufacturing Development (EMD) phase of Research and Development for selected pieces of CMCS equipment in order to enhance their performance and verify maintenance and training support materials. The contract will require the awardee to provide services, including responding appropriately to emergency situations arising from within or outside the United States. In performing these services, the awardee will be required to provide comprehensive maintenance, supply, training and logistics documentation support to CMCS equipment. The U. S. Army will issue a Request for Proposal (RFP) for a hybrid contract including Firm Fixed Price, Cost Plus Fixed Fee, Time & Material and Award Fee portions. The RFP will close on November 27, 2000. Proposals in response to this RFP must be submitted electronically to the Contracting Officer through the Army Interactive Business Opportunities website by November 27, 2000.
