Description
The Naval Air Warfare Center Weapons Division (NAVAIRWARCENWPNDIV), China Lake is interested in receiving white papers and proposals for scientific research in developing new technologies and systems, concepts or methods, either software, hardware, or doctrine based. They should demonstrate the application of various concepts and technologies across the sensor-to-shooter spectrum in an offensive or defensive environment. The concepts should have direct application to Fleet warfighting systems particularly in the littoral areas (open ocean through the surf zone onto the land to a depth of up to 200 miles). The area of interest includes developing new technologies or the application of commercial off the shelf (COTS) products, systems, methods, or procedures that can be employed by Naval forces to enhance sensor to shooter capabilities. These concepts and/or technologies should be applicable to Fleet aviation, surface and/or subsurface operational platforms and mission areas. These can include improving precision targeting information and increasing weapon lethality, enhancing survivability of friendly forces, reducing time to the first kill, increasing the operational flexibility by being able to respond to a dynamic battlefield environment, and increasing Naval force OP TEMPO. White papers are initially sought to preclude unwarranted effort on the part of an offeror in preparing a full proposal. Offerors submitting the most promising white papers will be invited to submit a full technical and cost proposal on all or part of their white paper submission. However, any such invitation does not assure a subsequent award. The white paper process does not preclude an offeror from submitting full technical and cost proposals directly. However, submission of white papers is strongly encouraged. Offerors are also encouraged to make preliminary inquiries on the need for the effort contemplated before expending the time and effort of preparing a white paper or proposal. Once a white paper or proposal is submitted, all discussions must be conducted with the Contracting Officer assigned to this BAA. Proposers should submit their security clearance capabilities in their proposals. While most aspects of this BAA are unclassified, work on some systems may require the contractor to receive, generate, and store material up to the level of SECRET. WHITE PAPERS: White papers (original + 3 copies) should include the following items and contain no more than 10 pages: (a) Cover page, clearly labeled WHITE PAPER, including BAA title and date, title, administrative and technical points of contact along with telephone and fax numbers, CAGE code, and signed by an authorized officer; (b) Maximum three page summary with an overview of the proposed technologies and/or concept that includes a technical approach with a description of the results expected from the project; (c) Statement of Work clearly detailing the scope and objectives of this effort; (d) One page containing a list of deliverables associated with the effort and any Government Furnished Material (GFM) or Navy provided testing if any portion of the effort is predicated upon the use of government owned resources of any type; (e) Estimated cost and schedule broken down by fiscal year; (f) Summary of proprietary claims to results, or technologies developed in or supporting this proposal; and (g) Brief overview of previous qualifications, accomplishments and work closely related to this effort. White Papers (or proposals if that option is chosen) will be due within 45 days of the date of this announcement. PROPOSALS: An original plus three copies of formal proposals should be submitted. The following format is provided for proposal submission. This is general guidance only and not necessarily all-inclusive. 1. Basic Information (to appear on cover page) Name, address, type of entity and CAGE code. (b) Type of Business selected among the following categories: Large Business, Small Business, Small Disadvantaged Business, other Small Business, HBCU, MI, Other Educational, or Non Profit. (c) Title and date of proposal. (d) Statement that this proposal is submitted pursuant to (cite appropriate BAA announcement). (e) Government funding requested. (f) Duration of proposed effort. (g) Names, telephone numbers, facsimile and e-mail addresses of the technical and business personnel who may be contacted for more information or negotiation purposes. (h) Dates of submission and signature(s) of official(s)authorized to obligate the institution contractually. (i) Identification of any proprietary information to be used for evaluation purposes only. 2. Technical Information: (a) Concise abstract of the proposed effort. (b) Discussion of how the proposed research effort will respond to the objectives of NAVAIRWARCENWPNDIV. (c) Statement of Work written in plain English, outlining the scope of the effort and citing specific tasks to be performed and who will perform them, with approximate time, cost, and other information appropriate to each task. (d) Description (in sufficient detail to evaluate the proposal) of the scientific background, objective, and technical approach for each proposed task; appropriate references to the scientific literature should be cited. (e) Names of and brief biographical information on the key personnel. (f) Rationale for requested support of any facilities available for performing the proposed work. 3. Cost Information: (a) Proposed price or total estimated cost. (b) A cost estimate, broken down by fiscal year, for the effort. The cost estimate shall be sufficiently detailed for meaningful evaluation and shall provide supporting information on all items listed in the proposal budget. (c) Cost proposals that exceed $500,000.00 submitted by large businesses must be accompanied by a Small Business Subcontracting Plan as well as a Small Disadvantaged Business Participation Plan. Cost proposals that exceed $500,000.00 submitted by small businesses must be accompanied by a Small Disadvantaged Business Participation Plan. This BAA shall remain open until September 28, 2001. Award decisions will be made on a competitive selection of proposals meeting the NAVAIRWARCENWPNDIV needs, available funding, and a peer/scientific review. Evaluation and selection of proposals for awards will be made on the basis of the potential benefits accruing to the Government when weighted against the cost of the proposal. Additional primary considerations will include an independent Government assessment of the probability of success of the proposed approach and the availability of funding. White papers and proposals not considered to have sufficient scientific merit relevant to the Navy's needs, or those in areas for which funds are not expected to be available, may be rejected without further review. Those not selected for award will be acknowledged. White papers and proposals may be reviewed and acted on as they arrive. The government reserves the right to award all, some, or none of the proposals received in response to this announcement. Proposals containing proprietary information must be clearly indentified, labeled and denoted from publicly available data. It is the policy of NAVAIRWARCENWPNDIV to treat all proposals as privileged information before award and to disclose the contents only for the purpose of evaluation. PROPOSAL AND WHITE PAPER EVALUATION: Proposals will not be evaluated against each other since they are not submitted in accordance with a common work statement. Evaluation of white papers and proposals will be accomplished through a technical review of each proposal using the following criteria, which are listed in descending order of importance: (1) the overall scientific and technical merit in the technical concept and approach; (2) potential for transition to Fleet capability; (3) ability to use commercial off the shelf (COTS) products, systems, methods or procedures; (4) the offeror s capabilities, related experience, facilities, techniques or unique combinations thereof that are integral factors for achieving the proposed objectives; (5) the experience of the principal investigator and of the team's key personnel who are critical to achievement of the proposal objectives(s); (6) the reasonableness and realism of proposed costs and the availability of funds; and (7) the contractor's Small Business Subcontracting Plan and/or Small Disadvantaged Business Participation Plan. Criteria (7) applies to the proposal only. Evaluation of the socio-economic merits of the proposal shall include the extent of commitment in providing meaningful subcontracting opportunities for small business, small disadvantaged business, woman-owned small business concerns, historically black colleges, universities and minority institutions. All proposals submitted to NAVAIRWARCENWPNDIV shall be considered government property. This announcement solicits the participation of all offerors capable of satisfying the government's needs. The government will not cover any costs associated with proposal preparation, nor pay, as a direct expense preparation cost on awarded contracts. This announcement constitutes the technical requirements in full text. No other solicitation or Request for Proposal will be issued. The North American Industry Classification System (NAICS) code is 541710 for a small business of fewer than 1000 employees. No portions of this BAA have been set aside for historically black colleges and universities and minority institutions.
