- The Naval Facilities Engineering Command Contracts Office (NAVFACCO) is issuing this notice to advise industry of a change in the status of the Joint Modular Lighter System (JMLS) Program. This notice is a follow-up to a sources sought synopsis for the production and support of the Joint Modular Lighter System (JMLS) issued prior to 31 Jan 00. The JMLS program is expected to be a $650M plus joint production program, possibly with a planning yard support option. All potentially interested contractors are encouraged to participate in an Industry Day designed to provide an update on the JMLS system. An initial JMLS Industry Day Conference was held on 31 January 2000. The acquisition strategy presented during the 31 January event has been revised as a result of prototype performance and a change in requirement. A second unclassified Industry Day will be held 02-03 November 2000. Activities on Thursday 02 Nov 00 will consist of a morning session held in the Base Theatre, Little Creek Naval Amphibious Base, Norfolk Virginia. This morning session is scheduled for 0900-1130 and will consist of a JMLS introductory briefing and general question and answer session. This presentation will include information on JMLS background, current status, and plans for the upcoming procurement including the revised acquisition strategy. The afternoon session will consist of two parts; hardware tours and individual one-on-one meetings with potential sources. Prototype JMLS hardware will be available for close inspection from 1300 until 1600 at the Inner Cove , Little Creek Naval Amphibious Base. Manufacturing shop personnel are encouraged to attend. The Government will provide hard hats and safety glasses. Contractors are encouraged to bring steel-toed shoes. Forty-five minute appointments are available for potential contractors to meet individually with the JMLS Program Team in the Little Creek Conference Center (Bldg 3430) from 1330 to 1600. Activities on Friday 03 Oct 00 will also consist of hardware tours 0900 to 1200 and 1300 to 1600 at the Inner Cove , Little Creek Naval Amphibious Base, and 45-minute, one-on-one meetings at the Conference Center (Building 3430) from 0800 to 1200 and 1300 to 1600. Contractors interested in any of the sessions must provide name, company, organization and/or division/group, telephone number and e-mail address to Ms. Adrienne Alexander, John J. Maps to the Little Creek Conference Center and the Naval Station Norfolk will be posted on the web site indicated below. Contractors are asked to limit participation in Industry Day to no more than 4 people per company. The one-on-one sessions will be scheduled on a first-come, first-served basis. Background and planning information on the JMLS program was posted at http://esol.navfac.navy.mil prior to the 31 Jan 00 Industry Day. The web site contains top level assembly drawings, annual production/requirements estimates, preliminary performance specification, draft ORD, and JMLS configurations and will be updated appropriately prior to the November 00 Industry Day. The Joint Modular Lighter System will support the requirement to conduct Joint Logistics Over the Shore (JLOTS) operations in Sea State 3 (SS3) conditions. JMLS is a modular system which currently consists of twelve different module types that can be assembled to form the following five basic operational subsystems: Warping Tug (WT), Causeway Ferry (CF), Roll-On/Roll-Off Discharge Facility (RRDF), Air Cushioned Vehicle Landing Platform (ACVLAP), and Floating Causeway (FC),. The JMLS program was initiated as an Advanced Concept Technology Demonstration (ACTD) program in March 1998. During ACTD Phase I, three contractors were selected to develop conceptual or preliminary design, life-cycle cost predictions, and management plans for a lighter system based on an 8' wide, ISO compatible module. In September 1998, CDI Marine, Inc. was selected as the ACTD Phase II contractor from the original three contractors. The ACTD Phase II contractor finalized its design, fabricated prototype modules, and conducted a Test and Demonstration of the system. The ACTD Phase II contract completed in June 00. US Joint Forces Command (JFCOM) is currently scheduled to conduct an integrated Military Utility Assessment (MUA) of the JMLS system in 2nd Qtr FY01. Following completion of the ACTD in FY01, the program is planned to transition into a formal acquisition program at Milestone I. A joint acquisition program is planned for the Army/Navy to procure the JMLS system. Current inventory plans envision a roughly $650M production program from FY01 through FY09. The Navy is the Lead Service for the program and NAVFACENGCOM is the JMLS Program Manager. Upon completion of the ACTD in FY01, the JMLS Program Office will execute a Program Definition and Risk Reduction Phase which will complete the technical definition of the 8' wide module system. This Phase will also include a proof of concept program for design, manufacture and testing of a new 24' module that is interoperable with an 8' wide module system. This phase leads to a Low Rate Initial Production (LRIP) contract in FY03. The government intends to conduct a full and open competition for design, manufacture and testing of the LRIP hardware with full production options. The successful LRIP contractor will manufacture assets required for an Operational Evaluation (OPEVAL) in early FY 2005. Following successful OPEVAL, it is intended that the full rate production options will be exercised to meet service delivery schedules. This invitation to participate in the Industry Day/Pre-Proposal Conference does not constitute a request for bid or a request for quotation. The information presented herein will not obligate the Government in any manner. The Government will not reimburse the attendees for any cost associated with participation and is under no obligation to award any related contract/agreement associated with this event.
