Description
NASA/LaRC plans to issue an IFB for Repairs to Electrical Systems in Buildings 642 and 1233. The work to be performed under these specifications consists of removal and replacement of various electrical equipment at Facilities 642 and 1233 located in the East and West Areas of Langley Research Center, Hampton Virginia. The work to be performed includes, but is not limited to, the following: Replace Electrical Equipment in Facility 642: Remove seven 34.5 kV oil circuit breakers (No. 2105, 2107, 2037, 2040, 2044, 2046 and 2088) and three 23 kV oil circuit breakers (No. 2042, 2048 and 2051) and replace with new 34.5 kV nominal rated vacuum interrupter type circuit breakers. Remove existing circuit breaker relays and replace with new relays. Remove the tele-metering devices from existing circuit breakers, 2105 and 2107. Remove existing oil filled transformer "G" rated 8,100/12,000 kVA, delta-delta, and replace it with a new oil filled transformer of the same rating. The oil from the existing transformer shall be removed and disposed of prior to removing the transformer from its current location. Provide new transformer protection relays. Replace Electrical Equipment in Facility 1233: Remove and dispose of ten 22 kV oil circuit breakers (No. 2000, 2001, 2011, 2014, 2017, 2020, 2023, 2026, 2029 and 2090) and replace with vacuum interrupter type circuit breakers. Remove and dispose of four 115 kV oil circuit breakers (No. 1011, 1028, 1031 and 1039) and replace with new SF6 (sulfur hexafloride) circuit breakers. The oil in circuit breakers 1011, 1028, 1031 and 1039 shall be removed and disposed of prior to the removal of the circuit breakers from their current location. Remove and dispose of the existing three single phase 115 kV oil-filled potential transformers containing polychlorinated biphenyl (PCB) from bus No. 1 and replace with three new 115 kV oil filled potential transformers. The oil from the transformers shall be removed and disposed of prior to the removal of the transformers from their current location. The circuit breakers and transformers contain oil which contain PCB's (polychlorinated biphenyls). The levels of PCB contamination and gallons of oil in each piece of equipment are listed in Section 010ll of the specification. The oil from the existing removed transformers and circuit breakers shall be removed from the equipment and disposed of prior to removing the equipment from its present location. The order of magnitude for the procurement is between $1,000,000 and $5,000,000 and the effort shall be completed within 360 calendar days after notice to proceed. This procurement is a full and open competition and part of the Small Business Competitiveness Demonstration Program. The NAICS Code and small business size standard for this procurement are 235310 and $11.5 million, respectively. The anticipated release date of the IFB is on or about October 20, 2000 with an anticipated offer closing date of on or about November 19, 2000. The firm date for receipt of bids or offers will be stated in the IFB. Drawings will be available from the Bid Distribution Office 757-864-2547. All QUALIFIED responsible sources may submit a bid which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement [with the exception of the drawings] will be available over the Internet. These documents will be in Microsoft Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0) format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
