Description
The General Services Administration, Federal Technology Service, Region 8, Denver and its Client, U.S. Army Medical Information Systems and Services Agency-USAMISSA, San Antonio, Texas, intend to procure on a Sole Source basis from Spectel U.S. Headquarters, 4600 South Ulster Street, Denver, Colorado 80237-2882, (303) 740-6650, Harry Walls, the following products: One 48 Port Confertel 7000 Audio Conferencing System which includes Combined Conference Management Server (CMS) and Enhanced Message Server (EMS) 30/4, rack-mountable PC, reservations application, 3-operator Console Concurrent User License, 2-operator Reservations Concurrent User License, Operator Q&A capability, Voting &Polling capability, Digital Conference Recording and Playback, On-Site Operator Training/Administration Training, Installation and Testing by Spectel Support & Deployment Engineer, One Year parts and labor warranty, 24 hours a day, 7 days a week, 365 days a year Help Line Remote Diagnostics for one year. PURPOSE: This system will augment and upgrade the existing Spectel Teleconferencing System within the USAMISSA Agency. IMPACT: Without the upgrade, USAMISSA will only continue to video-telecommunicate at the level capable by the existing system. The current system has worked well for the Agency; but the need for a more technologically advanced upgrade to enable USAMISSA to expand the scope of the service they provide to all of the Military Treatment Facilities (MTF) they work with. The proposed enhancement to the existing system affords USAMISSA a telemedicine liaison to all of the current MTFs and allows for additional add-on facilities at a later date. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION: The original system (currently at USAMISSA) was purchased from Spectel U.S. Headquarters. At this time it is believed Spectel is indeed a Sole Source provider for the requirement requested. Concerns having the ability to furnish the above supplies are requested to give written notification (including the telephone number for a point of contact) to the acquiring office listed in this notice within 15-calendar days from the date of this synopsis. This notification should clearly show their ability to do so without compromising the quality, accuracy and reliability of the requirement. This is not a formal solicitation. However, concerns that respond should furnish detailed data concerning their capabilities and may request a copy of the solicitation when it becomes available. All information is to be furnished at no cost or obligation to the government.
