Description
THIS IS A REQUEST FOR INFORMATION. The Global Air Traffic Operations/Mobility Command and Control System Program Office (GATO MC2 SPO) is supporting the Polish Air and Air Defense Force's (PAADF) effort to expand their capabilities for ICAO and NATO interoperability. The GATO/MC2 SPO is requesting information from industry for ground based NAVAIDS equipment for Poland. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. IT IS NOT A REQUEST FOR PROPOSAL, SOLICITATION, OR AN INDICATION THAT THE GOVERNMENT WILL CONTRACT FOR THESE SUPPLIES. THE GOVERNMENT WILL NOT PAY FOR INFORMATION RECEIVED IN RESPONSE TO THIS RFI. The objective is to obtain data to develop a Letter of Offer and Acceptance for the PAADF. Any resulting acquisition for equipment described herein will be in accordance with FMS Federal Acquisition Regulations. Please provide a response for each category of equipment identified below, including price breakouts for key equipment/services and organizational and maintenance training for each equipment category. The items and services include: a) Six transportable Ground Controlled Approach(GCA)Radar Systems to provide Category II precision landing capability, to include Airport Surveillance Radar (meeting all minimum requirements of ICAO Annex 10, Vol. I), Secondary Surveillance Radar (Modes 1, 2, 3/A, C with growth capability to mode S, 4 and 5, and meet all minimum requirements of ICAO Annex 10, Vol. IV), Precision Approach Radar (meeting all minimum requirements of ICAO Annex 10, Vol. I). The transportable GCA Radar Systems shall be mounted in standard containers, and be operational within 3 hours from on-site arrival. The GCA Radar System must include two multi-mode digital color displays (minimum 20 inches, with a minimum resolution of 1200 by 1024 pixels per inch), remote control operations and status units, specialized test equipment and generators. Installation, integration, and technical support to Poland's commissioning flight inspection are also required; b) Two Airfield Portable Lighting Sets with Precision Approach Path Indicator (PAPI) to include approach lights, and threshold lights, and runway edge lights (deployed for a distance of 2,500 meters). The portable airfield lights must comply with STANAG 3534 "Airfield Portable Lighting", and ICAO-Annex 14, paragraph 5.3.2. The portable airfield light sets must be compatible with night vision goggles, have a maximum set up time not to exceed six hours, and be able to operate continuously for eight hours on battery power without recharge. The sets must be provided with remote control panel, trailer for transport/storage, batteries, measuring equipment required for set-up, and battery-charging system mounted on trailer. c) Four fixed site Non-Directional Beacon (NDB) systems that comply with ICAO, Annex 10. The NDB shall include: dual channel; frequency range from 190 to 1,750 kHz; power output within 100 to 150 watts; equipment shelter with air conditioning; complete antenna system (aerial mast, element radiators, cables, etc.); remote control and monitoring; uninterrupted power supply (UPS) sufficient for a minimum of two hours operations. All equipments described herein are to be whole and complete. A two-year warranty is required, as well as options for yearly warranty extensions to cover up to a 5-year period. Operator and maintenance manuals in English and Polish shall be included, cabling and interconnections; factory acceptance testing, compatible with 220V 50 Hz power; a two years supply of organizational/depot spares without replenishment; specialized test equipment; on-site installation, setup, and check-out; technical assistance for flight certification in Poland; organizational and maintenance training conducted in country (Poland), and be supportable for 20 years from equipment delivery date. Request a cost analysis of long-term supportability options for the GCA equipment described herein, with focus on contractor repair verses organic depot repair in Poland. Respondents to this RFI are invited to describe their experiences in Poland or other foreign countries, and to provide appropriate cost/benefit data where applicable. The FMS items described above are considered to be proven and mature non-developmental or commercial-off-the-shelf items. Delivery of all items will be no later than December 2001, using Poland's Freight Forwarder. Interested parties should provide product information, price breakouts, and schedule lead times for items and services, not later than 30 October 2000. All respondents are requested to indicate if they are a US company, large business, small business, small disadvantaged business, 8(a) concern, or women-owned small business. In addition, contractors will indicate whether or not their equipment and services are offered through the GSA schedule or any other government-wide agency contract. Contractors desiring to do business with the Air Force shall be registered in the DOD (CCR) Central Contracting Reporting System www.ccr2000.com. An Acquisition Ombudsman, Colonel Joseph Magnone, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired.
