- Description
- Johnson Engineering (JE), a SPACEHAB Company, is a prime contractor (NAS9-18800) to the National Aeronautics and Space Administration (NASA) at Johnson Space Center (JSC), Houston, TX. JE is seeking qualified sources that can provide a cost effective Wireless Remote Radio System to be designed and installed in the Johnson Space Center (JSC), Building 920 Neutral Buoyancy Laboratory (NBL) Facility. SCOPE: The NBL conducts astronaut training which involves multiple test subjects and many training personnel who communicate over a network of communication systems that are all linked together through a "Clear-Com Matix Plus 3 System 200." The training is conducted underwater and the subjects (astronauts) are dependent upon a life support system during the tests. Therefore, dependable communication is safety critical. During the training exercises or tests, there are duty support stations that are mobile and must be able to maintain communication with other test duty stations at all times. These mobile support stations include a remote radio that is linked to a base station. The base station interfaces with the Clear-Com system. The system utilizes multiple party lines. Any particular mobile duty station can access any party line at will through the remote radio. This is accomplished through the use of Dual Tone Multi-Frequency (DTMF) tone pads. Each radio has its own receive and transmit frequency as well as its own base station. This allows for excellent flexibility for users to support duty stations and maintain necessary mobility. MIMIMUM REQUIREMENTS: The new system must maintain all of the same features and perform as the current wireless remote system. The current system offers two distinctive features that must be maintained. The first feature is "Full Duplex" where the transmit audio from multiple sources can be received simultaneously by any remote radio unit tuned to the same party line. The second feature is the capability of any particular remote unit to independently select party line groups or channels via the use of a DTMF tone pad. The tone/code is transmitted from the remote radio, through the base station to the Clear-Com Matrix System. The Matrix interprets the tone/code and routes the audio to and from that remote to a predetermined party line or audio destination. GENERAL SYSTEM REQUIREMENTS: 1. Operating Frequency VHF/UHF 2. Full Duplex 3. Protection from outside interference 4. Range approximately mile 5. Modular 6. Belt Pack style remote units with an RF output of approximately 50 mW 7. Multiple Base Stations Rack mountable with an RF output of approximately 100mW 8. Light Weight Headset using a dynamic mic. 9. Hands Fee Operation operator able to use PTT or Hot Mic. 10. Belt Packs will operate off of rechargeable batteries. Minimum battery life will be 8 hours. 11. DTMF (Dual Tone Multi-Frequency) tone pad utilized to allow for Matrix Audio Path Channel Selection. 12. Direct Interface to Clear-Com Matrix Intercom Systems through four-wire interface. Qualified sources are requested to submit a Statement of Capabilities (SOC), within 15 calendar days of the publication date of this notice, that demonstrate the proven capabilities required to perform the minimum Wireless Remote Radio System requirements outlined above. The SOC must identify any services that would be subcontracted to a lower-tier supplier and any other relevant information. A prospective Sub-Contractor must furnish key personnel resumes, references, and examples of similar projects performed. Include your business status (e.g., Small Disadvantaged or Woman-Owned Business, Small or Large) mail SOC's to Johnson Engineering, 1331 Gemini Suite 350, Houston, TX 77058. JE reserves the right to pre-qualify any prospective suppliers prior to the issuance of any solicitation. All firms submitting an SOC will be considered, and any subsequent solicitation will be issued to the sources that JE has determined to be qualified. JE does not intend to pay for information received as a result of this synopsis.
