- Description
- 1. PROJECT INFORMATION: Provide electrical/mechanical Architect-Engineer (A-E) design services for work primarily at Ft Lewis, WA, subinstallations and other locations within Seattle District. Services will be required for electrical/mechanical design, abbreviated design services for renovation, repair and construction projects, as well as construction management services. WORK MAY INCLUDE: Total renovation and restoration of administrative barracks buildings to include provisions for life safety and ADA requirements, ventilation systems, plumbing and electrical system repairs for power and lighting; Renovation of military family housing quarters to restore original condition resulting from fire or water damages, replacement of deteriorated electrical systems, plumbing systems, heating systems, and plumbing fixtures; Construction of new logistic and administrative separate facilities, additions to facilities and renovation of existing facilities that support military operational, training functions, recreational activities, multi-purpose courts, firing ranges, airfields, tank turning pads, helipads, and storage buildings; Exterior lighting of administrative buildings, barracks an parking lots; Provide AEHRA Asbestos Surveys and Lead Paint surveys incidental to construction or repair work designed under delivery orders to the contract. The A-E will be required to prosecute various work features as described in individual task orders. Utilize government designs drawings, specifications and standards for buildings, structures and other facilities as necessary to meet the requirements of the layout of the proposed project (i.e., . Prepare charettes, preliminary studies, sketches, design analysis, plans, specifications, reports and cost estimates, including all electrical and/or mechanical features and utilities identified in individual Task Orders.) The A-E is required to obtain the necessary permits, licenses, and approvals from all local, State and Federal authorities as necessary for the performance of the A-E's services. Prepare informal shop drawings, abbreviated design, analyses, and estimates incidental to the job for short form contracts and other contracting procedures, in-house construction or troop construction. 2. SELECTION CRITERIA: The selection criteria for this particular project are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria a-f are primary. Criteria g-I are secondary and will only be used as "tie-breakers" among technically equal firms. PRIMARY CRITERIA: a. Specialized experience and technical competence of the firm in the type of work required for Fort Lewis and the Seattle District, U.S. Corps of Engineers customers in the geographical area for this contract; b. Professional qualifications of firm's staff and consultants to be assigned to this project, which are necessary for satisfactory performance of required services; c. Ability of the firm to respond to numerous quick-turnaroud projects and knowledge of locality of project involved; d. Capacity of the firm to accomplish the work required in the required time; e. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; f. Sustainable design using an integrated design approach and emphasizing environmental stewardship, especially energy and water conservation and efficiency; reduction or elimination of toxic and harmful substances in facilities construction or operation; efficiency in resource and materials utilization; and development of healthy, safe and productive work environments. The evaluation will consider projects performed by the prime firm and consultants that demonstrate these sustainable design principles and the qualifications of key personnel that demonstrate their experience and training in sustainable design. SECONDARY CRITERIA: g. Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves appropriate number of qualified firms, given the nature and size of the project; h. Extent of participation of small and disadvantaged business or woman-owned firm and their use as a primary consultant; i. Volume of work awarded in the past 12 months by DoD to the firm and consultants to be used on this project. 3. CONTRACT INFORMATION: Electrical/mechanical Architect-Engineering (A-E) design services for Ft Lewis, WA, subinstallations and other locations within Seattle District are to be procured in accordance with PL 92-582 (Brooks A-E Act) and FAR Part 36. Other disciplines may include mechanical, electrical and related architectural, civil, and structural engineering design. One indefinite delivery contract will be negotiated and awarded with a base period not to exceed one year and two option periods not to exceed one year each. The amount of work in each contract period will not exceed approximately $750,000. An option period may be exercised when the contract amount for the base period or preceding option period has been exhausted or nearly exhausted. Work will be issued by negotiated firm fixed-priced task orders, limit $250,000. The contracts are anticipated to be awarded in April 2001. The Standard Industrial Classification code (SIC) has been replaced by the North American Industry Classification System code (NAICS). The NAICS code for Engineering Services is 541330, which is matched to SIC code 8711. The Size Standard for a small business under this procurement is that the annual average gross revenue taken for the last 3 fiscal years does not exceed $4 million. This procurement is 100% set-aside for Small Business. To be eligible for contract award, a firm must be registered in the DoD Central Contractor Registration (CCR). SUBMISSION REQUIREMENTS: See Note 24 for general submission requirements. Interested firms having the capabilities to perform this work must submit one copy of SF 255 (11/92 edition), and one copy of SF254 (11/92 edition) for the prime firm and all consultants.
