THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR NON-PERSONAL COMMERCIAL SERVICE, PREPARED IN ACCORDANCE WITH FAR SUBPART 12.6 AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. THE SOLICITATION NUMBER N00259-01-T-0003 IS ISSUED AS A REQUEST FOR QUOTATIONS (RFQ) FOR TWO (2) EACH, FIVE STAR PARKING LOT ATTENDANTS TO MONITOR PARKING LOT LOCATED AT NAVAL MEDICAL CENTER SAN DIEGO, 34800 BOB WILSON DRIVE, SAN DIEGO, CA FOR THE PERFORMANCE PERIOD OF NOVEMBER 1, 2000 THROUGH SEPTEMBER 30, 2001 PLUS ONE (1) OPTION YEAR FOR THE PERIOD OF OCTOBER 1, 2001 THROUGH SEPTEMBER 30, 2002. LINE ITEM 0001. BASE YEAR (FY01), LOT I: CONTRACTOR SHALL PROVIDE SUPERVISION, LABOR, MATERIAL, EQUIPMENT AND TRANSPORTATION TO PROVIDE ON SITE PARKING LOT ATTENDANTS AND PERFORM IN ACCORDANCE WITH THE STATEMENT OF WORK. LINE ITEM 0001AA. TWO (2) EACH PARKING LOT ATTENDANTS, 80 HOURS PER WEEK FOR THE PERFORMANCE PERIOD NOVEMBER 1, 2000 THROUGH SEPTEMBER 30, 2001, (4160 HRS X $__= $__). LINE ITEM 0002. OPTION YEAR ONE (1) (FY 02), LOT II: CONTRACTOR SHALL PROVIDE ON SITE PARKING LOT ATTENDANTS AND PERFORM IN ACCORDANCE WITH THE STATEMENT OF WORK, LINE ITEM 0002AA. TWO (2) EACH PARKING LOT ATTENDANTS FOR THE PERFORMANCE PERIOD OCTOBER 1, 2001 THROUGH SEPTEMBER 30, 2002, (4160 HRS X $__= $__). STATEMENT OF WORK REQUIREMENTS. CONTRACTOR PERSONNEL WILL IN NO WAY FUNCTION SECURITY GUARDS. CONTRACTOR PERSONELL WILL ROVE ON FOOT OR BICYCLE. CONTRACTOR PERSONNEL WILL ROVE NAVAL MEDICAL CENTER SAN DIEGO COMPOUND PARKING AREAS TO ASCERTAIN CARS ARE PROPERLY PARKED IN MARKED STALLS AND NOT BLOCKING OTHER VEHICLES, FIRE LANES OR EGRESS POINTS, ENSURE CARS DESPLAY CURRENT LICENSE PLATES, DOD AND STAFF DECALS AND PROVIDE BERBAL DIRECTIONS TO DRIVERS SEEKING PARKING PLACES. INT THE EVENT CONTRACTOR PERSONNEL OBSERVE A TRAFFIC ACCIDENT, IMPROPERLY PARKED OR MARKED VEHICLES OR ANY CRIMINAL ACTIVITY, HE/SHE WILL REPORT THE INCIDENT IMMEDIATELY BY RADIO TO SECURITY DISPATCH AND INFORM AFFECTED PERSONS TO WAIT FOR SECURITY PATROL TO ARRIVE. CONTRACTOR PERSONNEL WILL NOT PHYSICALLY APPREHEND OR RESTRIN ANY INDIVIDUAL. GOVERNMENT FURNISHED PROPERTY. NAVAL MEDICAL CENTER SAN DIEGO WILL PROVIDE CONTRACTOR PERSONNEL WITH HAND-HELD TWO-WAY RADIOS TUNED TO THE SECURITY DISPATCH FREQUENCY. CONTRACTOR FURNISHED PROPERTY. CONTRACTOR SHALL FURNISH PERSONNEL WITH NECESSARY SUPPLIES/EQUIPMENT (I.E. UNIFORMS, FOUL WEATHER GEAR, BICYCLES AND APPROPRIATE SAFETY GEAR) TO ADEQUATELY PERFORM ALL ASSIGNED DUTIES. STORAGE LOCKERS FOR BICYCLES AND PERSONAL BELONGINGS, IF NEEDED, WILL BE PROVIDED BY NAVAL MEDICAL CENTER SAN DIEGO. SHIFF HOURS: CONTRACTOR PERSONNEL SHALL BE ASSIGNED TWO SHIFTS FROM 0600 TO 1400 AND FROM 1200 TO 2000 HOURS, MONDAY THROUGH FRIDAY, EXCLUSIVE OF FEDERAL HOLIDAYS. CONTRACTOR WILL PROVIDE A "ROVER" TO RELIEVE CONTRACTOR PERSONNEL DURING THEIR BREAK PERIODS. CONTRACTOR MUST BE WITHIN A REASONABLE COMMUNTING DISTANCE. CONTRACTOR MUST MEET ALLREQUIREMENTS CONCERNING BREAKS AND MEALS PERIODS IN ACCORDANCE WITH THE STATE OF CALIFORNIA INDUSTRIAL WELFARE COMMISSION ORDER #44-89. NOTE: CONTRACTOR WILL BE NOTIFIES THIRTY (30) DAYS PRIOR TO ANY CHANGES MADE TO SHIFT HOURS AND THE NUMBERS OF HOURS (INCREASES OR DECREASES). PLACE OF PERFORMANCE. ALL ASSIGNED PARKING LOTS FOR PATIENT AND STAFF MEMBERS WHO PERFORM OR SEEK HEALTH CARE SERVICES AT NAVAL MEDICAL CENTER SAN DIEGO, 34800 BOB WILSON DRIVE, SAN DIEGO, CA. PERSONNEL QUALIFICATIONS: CONTRACTOR PERSONNEL MUST HAVE NO PHYSICAL DISABILITIES BE CAPABLE OF EXTENDED PERIODS OF WALKING AND BICYCLE RIDING (AT TIMES IN INCLEMENT WEATHER) AND POSSES 20/20 VISION CORRECTABLE BY PRESCRIPTION EYEWARE.
