- 17. The Naval Air Warfare Center Training System Division (NAWCTSD) has a requirement to support the Navy's Command Aircraft Crew Training (CACT) program which includes providing all labor, equipment, training facilities, tools, training materials, training devices, supervision and other services necessary for classroom, trainer, and simulator training for Navy C-40A (Boeing 737-700C with increased gross weight (IGW) as configured for U.S. Navy) aircrew. The C-40A CACT program requires classroom (academic and practical) training, a Cockpit Familiarization Trainer (CFT) that depicts all cockpit systems, a Part Task Trainer (PTT) (for aircraft system training with trainee input and trainer response capability), and a FAA level "C" simulator. In lieu of the CFT or PTT a higher order device may be used. The flight simulator must be FAA certified to Level "C" or higher under current FAA Advisory Circular 120-40 criteria for the Boeing 737-700/800 configured cockpit with freeze, repositioning, and cockpit video capability. The pilot courses must be taught at a FAA 14 Code of Federal Regulations (CFR) Part 142 Boeing 737-700/800 certified Training Center. All contractor pilot instructors shall be certified under the 14 CFR Part 142 Training Center certification. The contractor will be required to submit training syllabus for each course for government approval. The anticipated C-40A course requirements shall include: 1) Pilot Initial Course The course shall be a maximum of 11 training days with the following criteria: Approximately 80.0 total hours consisting of classroom training addressing admin/check-in, general aircraft systems overview, Reduced Vertical Separation Minimums (RVSM) training, aircraft performance and flight planning, trainer/simulator training, and a final exam. Training shall include cockpit familiarization training, PTT training (Flight Management Computer and Mode Control Panel training) and flight simulator training (seven seven-hour flight simulator periods each consisting of a 2 hour pre-brief, a 1 hour debrief and four hours of simulator flight training split between the right and left seat). 2) Pilot Recurrent Course The course shall be a maximum of 5 training days with the following criteria: Approximately 35.0 total hours consisting of admin, academic training that provides a general aircraft systems review and addresses aircraft updates/lessons learned, exam, and simulator training. Training shall include flight simulator training (four, seven-hour flight simulator periods each consisting of a 2 hour pre-brief, a 1 hour debrief and four hours of simulator flight training divided equally between the right and left seat). An indefinite quantity, requirements contract with provisions for firm-fixed price delivery orders is anticipated with a 58-month period of performance. NAWCTSD anticipates concurrent release of solicitation number N61339-00-R-0028. Proposals will be due by 3:00 PM Eastern Standard Time on 09 November 2000.
