- PRE-SOLICITATION NOTICE. Furnish all necessary labor, materials, and equipment to complete miscellaneous work at U.S. Coast Guard Station, Grand Isle, Louisiana. Work includes but is not limited to the following: a) Multi-Purpose Building: replace existing asphalt built-up roof/associated accessories; repair/certify lightning protection system, replace electrical disconnects with lines to various roof top units; provide a supplemental gutter/downspout system; replace of two (2) rooftop HVAC units, installation of 4 ductless HVAC units; replace Galley equipment and a roll down gate; replace main electrical service panel and provide grounding; b). 13 Housing Units : replace of 13 gas fired furnaces with associated ductwork, exterior condenser units with elevated supports, associated lines and electrical disconnect with lines; exterior door/window replacement; removal of built-up roofing material, replaceentrance wood stairs and railings, insulate and repair openings at the underside of elevated concrete floor slabs; replace/redesign flexible gas appliance connections, replace/identify faulty ground fault interrupts (GFI) receptacles, remove asbestos containing material from various units as identified; provide positive drainage of the duplex housing units; provide interconnected smoke detectors and carbon monoxide units; c) Flammable Storage Building; replace exterior deteriorated doors with frames; replace electrical wiring, switches and light fixtures with explosion proof, replace deteriorated roof; and d) Small Boat Fueling System; relocate/replace hose reel with double containment; provide ladder and platform for Ecovault; rework electrical to meet NEC requirements. There are also two generator replacement alternative bids: 1) WPB Building Generator: and 2) Freestanding Structure with Generator. There is a $25.00 charge for the bid package. All checks should be made payable to U.S. Coast Guard. All bid requests must be submitted in writing. This action is being considered for 100 percent set-aside for HUBZone small business concerns. Interested HUBZone small business concerns should indicate their interest to the Contracting Officer, in writing, as early as possible but to be received not later than 15 calendar days of this notice. As a minimum, the following information is required: (a) a copy of the certificate issued by the SBA of your qualifications as a HUBZone concern, (b) a positive statement of your intention to submit an offer for this solicitation as a prime contractor, (c) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contacts and telephone numbers and (d) provide evidence of bonding capability to the maximum magnitude of the project, to include both single and aggregate totals. All information must be submitted in sufficient detail for a decision to be made on availability of interested HUBZone concerns. Failure to submit all information requested will result in a contractor not being considered as an interested HUBZone concern. If adequate interest is not received from HUBZone concerns by close of business 15 calendar days from the date of this notice, this solicitation will be issued on an unrestricted basis without further notice. Therefore, replies are requested from large and small business concerns, as well as from HUBZone concerns. The estimated dollar value of this project is between $1M and $5M. The performance period is 180 calendar days. The applicable North American Industry Class System (NAICS) Code is 23322. The small business size standard is a three-year averaged annual gross receipts of $27.5M or less. Bid guarantee, payment, and performance bonds are required.
