Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number 9TER-00-FDH-0025 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC)97-19. The simplified acquisition procedures of FAR Part 13.5 are applicable to this procurement. This procurement is to provide the U.S. Army Corps of Engineers located in Sacramento, CA a portable x-ray system. This Complete 9000 Field Portable XRF System shall be inclusive of the following: Analyzer unit for data acquisition, processing and display; High capacity Nickel/Cadmium battery pack; Hand-held probe including, high resolution HgI2 detector, three (3) excitation sources (55Fe, 109Cd, 241AM), safety cover and one (1) spare window assembly; Probe Laboratory stand including, base for table top use, safety shield over sample, positioning fixtures for standard 30mm and 40mm x-ray sample cups; Interconnecting cable _ 6 foot (1.83m); Application generator software (IBM compatible); 3 12_ and 5 1/4_ disk formats provided; Five (5) pure elemental standards (Ti, Fe, Pb, Zn and SN); Two (2) background standards; Battery charger (110/220 VAC, 50-60Hz); Instruction manual and training video; GET Data Transfer software and manual with RS-232 interface cable; 9 pin/25 pin adapter; Screwdriver(s) for changing battery and probe window; Detachable, padded shoulder strap; Field pack: soft-sided shoulder or backpack; Basic system heavy duty shipping case. WARRANTY: 24 months from date of shipment. ACCESSORIES AND OPTIONS: Combination spare battery pack, charger and adapter; Battery eliminator (allows usage on desktop without battery); Probe window kit, set of 5 with gasket, o-rings and screws; Field carrying case _ soft sided filed pack with shoulder and backpack straps; HazMat single element reference sample set (Cu, Hg, Cd, Cr and As); Change from standard 6ft. (1.83m) probe cable length at time of purchase 12 ft. (3.6m) 20 ft. (6.1m). SPARE PARTS: Charger adapter _ required for charging spare battery outside of analyzer unit; Spare battery pack; Single, spare window, 1 each, with gasket; Spare battery charger; Spare RS232 interface cable (2.3 m length); Battery string (only); 6 foot (1.83m) probe cable; 12 foot (3.6m) probe cable; 20 foot (6.1m) probe cable; Probe bias battery; Sample shield (lab stand cupped cover); Sample ring, notched 30mm, for holding sample cup; Safety Cover (flat for storage); Teflon Check Sample; Quartz Check Sample; Pure Element set; NIST soil standards, suite 2709, 2710, 2711; NIST Pb based paint standard, 2579; Pb dust standard _ Micromatter (20&50 Ug/cm2); Uniblock; 10 sample cups; Mylar film, roll; Screwdriver; Additional manual; Shipping case; Shoulder pad. The government will award a contract resulting from this RFQ to the responsible offeror whose offer conforming to this notice will be most advantageous, representing the best value to the government price and other factors considered. Type of contract: A firm fixed price definite quantity, definite delivery contract shall be awarded. The following factors shall be used in evaluating of the offers: (1) Technical, (2) Delivery terms-ability to meet required delivery schedule and (3) Price. Delivery of these items is required within (5) five business days after award. Please acknowledge all requirements. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The potential awardee shall be required to register in IT Solutions Shop at it-solutions.gsa.gov. for post-award process.
