- B -- THE MINERALS MANAGEMENT SERVICE (MMS)TECHNOLOGY ASSESSMENT AND RESEARCH (TA&R) PROGRAM IS SEEKING PROPOSALS FOR FLUID TESTING OF OUT-OF-SERVICE PIPELINES. There is currently a project underway that will collect fluids used in the flushing for oil and gas pipelines that have been temporarily decommissioned for the prescribed period of greater than one (1) year but less than five (5) years. This collected fluid is the corrosion inhibitor and will be tested for several properties in an effort to understand how well the inhibitor has worked to prevent internal corrosion. It is the intention for this study to sample and understand if one (1) year is an appropriate duration to keep pipelines containing product temporarily out-of-service. STUDY OBJECTIVES: The study objectives are to be able to determine and report the corrosiveness of the fluids collected in the identified pipelines and to comment on whether or not current MMS pipeline decommissioning regulations are appropriate when treating all pipelines equal (regardless of the products they contain) which have been temporarily taken out-of-service for less than one (1) year. This announcement solicits proposals for fluid capture and testing of three (3) out-of-service pipelines to the Minerals Management Service (MMS) Technology Assessment and Research (TA&R) Program. SCOPE: To include sampling and testing of pipeline fluids during the decommissioning of three (3) out-of-service pipelines, in order to gauge the corrosiveness of the different fluids. The ultimate goal is to determine the corrosiveness of the fluids in the pipelines that have been temporarily taken out of service for less than one (1) year. A recommendation must be made from the findings of the fluid testing on whether or not current out-of-service regulations/guidelines adequately cover these pipelines. Fluid samples of the product contained in the pipelines must be taken from the following: one (1) must be Bulk Oil (unprocessed), one (1) must be Oil (processed), and one (1) must be Gas/Condensate (processed) totaling three (3) pipelines. These fluid samples will be collected and tested for different component properties to determine the corrosiveness of the fluid. SCHEDULE: It is anticipated that this proposed effort should require twelve (12) months from award date to complete. BUDGET: The accepted range for this proposed effort is from $35,000.00 to $45,000.00. Note that this project will be a fixed price simplified acquisition. DELIVERABLES: Shall include the results of the laboratory tests conducted on the captured fluid samples of the three (3) pipelines and a recommendation must be made from the findings of the fluid testing whether or not current out-of-service regulations/guidelines adequately cover these pipelines. All documents must be completed in at least the 1998 version of Microsoft Word/Excel/Access/PowerPoint and must be year 2000 compliant. A draft final report will be submitted thirty (30) days prior to the end of the contract for MMS review. Five (5) copies of the report plus all digital files pertaining to the proposed effort must be submitted to the MMS at 381 Elden Street, MS 4021, Herndon, VA 20170. YOUR PROPOSAL WILL BE EVALUATED ON THE FOLLOWING: In order to qualify for this award, your company must possess the equipment, personnel, and procedures needed to identify and have access to the types of pipeline candidates stated above, and for collection/sampling of the pipeline products stated above. Specifically, a rating of Excellent, Good, Fair, or Poor will be given on your company's (1) Past Performance please supply at least three references to be contacted by the MMS; (2) Ability to implement the proposed approach as determined by adequate detailed analysis and supported by specific accomplishments in the technical field to be assessed; (3) Quality and availability of the personnel with the requisite expertise (skills, abilities, education, professional credentials and experience) to accomplish the assessment as proposed. HOW TO RESPOND: The offeror shall provide all technical, past performance and cost information to the Contract Specialist. This response shall not exceed twenty-five (25) pages.
