Description

The U. S. Secret Service intends to negotiate and award on a Sole Source basis with 3-D Engineering, 3005 Glenmore, Severna Park, MD, 212114, for technical support services for an access control system. Extensive and unique knowledge of the highly customized access control system is required and is critical to the completion of this effort. Award to any other source is anticipated to result in substantial duplication of cost to the Government that is not expected to be recovered through competition and would result in unacceptable delays in fulfilling the agency's requirement. Additionally, the design, form and fit of the system is known only to 3-D Engineering, which designed the equipment in question. Authority for this sole source requirement is FAR 13.106-1(B). Only one source is reasonably available to perform required services. F.O.B. Destination. Inspection and acceptance shall be at destination. Solicitation package is not available. This is a notice of intent to sole source and is not a request for competitive proposals. A determination by the Government not to compete this proposed requirement, on a full and open competitive basis upon receipt of responses to this notice, is solely within the discretion of the Government. Information received as a result of this notice will be considered solely for the purposes of determining whether to conduct a competitive procurement. Interested firms must submit capability statements and provide written pricing information. Only written responses will be accepted and must be received within 15 calendar days of the date of this notice. All responsible sources will be given consideration. The Government will not be responsible for any costs in the preparation of responses to this announcement.
