- Description
- The U. S. Department of Commerce, Aircraft Operations Center, intends to procure full maintenance support service for a one year period for a Cessna Citation II, serial number 550-0021 unit 0011. The primary mission of the aircraft is to provide a survey platform for the National Ocean Service's Remote Sensing Division. The contractor shall provide a full service, Fixed Base of Operations (FBO) that can support the Cessna Citation aircraft. The contractor shall provide the following work: Phase Inspections 1 through 5 on Cessna Citation N52RF, Phase Inspection 7, Phase Inspection 8 on both engines, Other Phase Inspections, Hot Section Inspection, Phase Inspection 35, Labor for Estimated Discrepancy Repairs, and Parts for Estimated Repairs. Labor, materials, equipment, special tools and facilities shall be located at the Fixed Base Operations to provide the Government with the most cost effective support package. The contractor shall provide flight crew amenities, scheduled and un-scheduled maintenance, avionics, paint and interior, servicing, inspection and repair on an as needed basis. The Government shall be responsible for scheduling all work against the contract. The Contractor shall provide a list of discrepancies/tear down inspection report to the Aircraft Operations Center which shall include the extent of inspection, condition found on all major components, outstanding service bulletins, and air worthiness directives that must be complied with, and any recommendations for maintenance that would prevent future failures if applicable. The Contractor shall provide hourly labor rates for repair work for both shop rates and overtime rates. The Government shall be responsible for delivery of the aircraft to the contractor's facility. The cost of shipping the returnables shall be the responsibility of the Government. The contractor shall be responsible for insurance against loss or damage to the Government property and for FAA and OEM Certification. The Contractor shall provide all replacement parts, materials, and consumables. However, the Government reserves the right to provide the same, if advantageous at any time during the contract and will make the final determination on whether new, new surplus, overhauled, repaired, or serviceable parts will be installed on the aircraft. The following criteria will be used to evaluate the contract: (1) Must have maintained or repaired the same model aircraft within the past six months. (2) Must submit a copy of FAA Repair Station Certificate, or Cessna Citation Service Center documentation. (3) Must submit Proof of Insurance documentation. (4) The Contractor's facility must be located within the operational area of the aircraft (North-Central area of the U. S.). (5) Must indicate the discounted percentage off of list price of parts. (6) Must have the capability to supply fuel under pre-existing Government contract. (7) Must have factory trained technicians on staff. (Provide proof). (8) Number of work shifts in a 24 hour day (non-overtime). This is a 100% Small Business Set-Aside. SIC code number 7699 applies. This simplified acquisition is under the authority of FAR Part 12.
