Description
This procurement is for the solicitation of a Two-Step Design-Build firm fixed price contract to REPLACE FAMILY HOUSING, JNCO, FORT DETRICK, MARYLAND. The work consists of demolition of 48 units of family housing and associated structures; units are arranged in a townhouse type configurations. Demolition will include all existing utility, roadway, and recreation areas within this area. Demolition activities include asbestos and lead considerations. Construction of between 36 and 48 family housing units at Ft Detrick. Units are 112 SM (1200 sf ) 3 br type units arranged in townhouse, duplex, or detached arrangements. Construction will provide for complete units ready for occupancy by Army families. New housing units are to be located on a new site and will require new utility mains and laterals to support the new housing units. Base bid also includes tot lots, basketball courts, roadways, sidewalks, parking areas, and other features normally included in residential developments. Requirements for the technical Source Selection factors are as follows: STEP ONE (1) Offeror Past Performance (2) Offeror Project Team and Performance Plans. STEP TWO (1) Housing Unit Design (2) Housing Unit Engineering (3) Site Design (4) Site Engineering. Up to five proposers will be selected in STEP ONE, only these successful proposers will take part in STEP TWO of the evaluation process. Price Proposals will be requested in Step 2. Offerors will be evaluated on both technical and price. The Government reserves the right to reject any or all proposal prior to award; to negotiate with any or all proposers; to award the contract to other than the lowest total price and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED ANY AWARD MAY BE MADE IN STEP TWO WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED. The receipt date for STEP ONE is DECEMBER 18, 2000. The magnitude of construction is estimated to be between $4,000,000.00 and $6,000,000.00. Duration of the project is 720 calendar days. STEP ONE criteria and submission requirements will be available on/about NOVEMBER 16, 2000 via http://www.nao.usace.army.mil/Ebs/Asp/AdvertsiedSolicitations.asp. No hard copies will be available. Prospective contractors must be registered in the DOD Central Contractor Registration (CCR) database prior to award of a contract.
