Description
This is a combined synopsis/solicitation per FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Request for Quotations. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-4. Required delivery is 30 days ARO, to MacDill AFB, FL 33621-5504. Pricing shall reflect FOB Destination. FAR provision 52.212-1, 52.212-2 applies to this acquisition, offer shall be evaluated for fair and reasonable price, technical acceptability, adherence to applicable clauses, provisions, delivery schedule, and satisfactory past performance record. Additional applicable FAR and DFARS clauses 52.212-4, 52.212-5, 52.232-33, 52.233-2, 52.247-34, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, 252.212-7001, 252.225-7001. Offerors shall include a completed copy of the provision at 52.212-3, Offerors Representations and Certification-Commercial Items, with the offer. STATEMENT OF WORK FOR SECURITY SYSTEM MAINTENANCE AND SERVICE 1. DEFINITIONS ACS _ Access Control System (Brand name _ Reflections) CCTV _ Closed Circuit Television System IDS _ Intrusion Detection System (Brand name _ Pegasys 1000) IDEX _ Imagery Data Exploitation JIC _ Joint Intelligence Center SSO _ Special Security Officer 2. SCOPE _ The purpose of this security system maintenance and service contract is to ensure the USCENTCOM facilities are continually protected by electronic security devices and that they are maintained to a level the will allow only minimal down time as a result of failures. The objective is to ensure USCENTCOM and related JICC facilities are protected by a quality electronic security system. 3. REQUIREMENTS a. The contractor shall provide all labor, transportation and materials required to accomplish preventative maintenance services and on-call routine/emergency maintenance for the Pegasys Intrusion Detection System (IDS), Closed Circuit Television System (CCTV), and the Reflections Access Control System (ACS) installed in buildings 540, 543, 183, 187, 6, and 55 on MacDill AFB. The contractor shall maintain the system in an operational state as specified for the period of the contract. Impact on normal facility operation shall be minimized (less than 2 hours) when performing schedule maintenance or adjustments. (1) The contractor shall provide maintenance, adjustment and repairs to the IDS including all computer equipment, software, software update, communication transmission equipment, data transmission media, local processors, intrusion detection system sensor, access control, card-key, locks and support equipment. The contractor shall also perform all required adjustment, repairs and maintenance in accordance with the manufacturer_s recommendations. (2) Maintenance, adjustments and repairs of the CCTV includes all existing cameras, monitors, computer equipment, software, software updates, signal transmission equipment, multiplexer, outside mounted cameras and video cassette recorder (VCR) equipment. The contractor shall perform all required adjustments, repairs and maintenance in accordance with the manufacturer_s recommendations and industry standards. The contractor shall also provide temporary CCTV back-up cameras, if repairs are being accomplished to existing cameras. (3) Maintenance, adjustments and repairs of the ACS includes all computer equipment, color video camera, printer, interlock cardjet DATEK heat laminator, card-key reader, software, software update and any other equipment related to the Reflection Access Control System (ACS). The contractor shall perform all required adjustment, repairs and maintenance in accordance with the manufacturer_s recommendations. b. Service personnel shall be certified in the maintenance and repair of the equipment to be maintained, repaired or adjusted and qualified to accomplish all work promptly and satisfactorily. c. IDS _ The contractor at a minimum shall perform one inspection every three months at the above-mentioned facilities referenced in paragraph 3a. The inspection shall alternate from a major inspection to a minor inspection to a major inspection, etc., or more frequently if required by the manufacturer. (1) Minor inspection shall include:  Visual checks and operational tests of all console equipment, peripheral equipment, local processors, BMS sensors mechanical adjustment, replacement of customer provided ribbons and other necessary adjustments to printers. (2) Major inspection shall include all specified work for minor inspection and the following:  Inspect exterior surfaces  Clean all system equipment and local processors inside and outside  Perform diagnostics on all equipment, BMS, card reader, door release hardware, and magnetic locks  Check, walk test and calibrate each sensor, operate all system software diagnostics and correct any detected problem d. CCTV _ The contractor shall perform quarterly inspections of the CCTV or more frequently if recommended by the manufacturer. Inspections shall include:  Visual checks and operational test of CPU, switching devices, peripheral equipment, interface panels, recording devices, monitors, video electrical and mechanical controls and picture quality from each camera  Run system software and correct all diagnosed problems e. ACS _ The contractor shall perform semi-annual inspection of ACS or more frequently if recommended by the manufacturer. Inspections shall include:  Inspect all components to the reflection system and exterior surfaces  Inspect and repair or replace thermal head on badging printer  Inspect and repair or replace laminator plates as required  Inspect and repair or replace camera connected to the reflection system for badge making  Visual check and perform operational check on CPU and monitor to the reflection badging system  Visual check and perform operational check on CPU and monitors to Pegasys system  Visual checks and operational tests of card readers, door release hardware, and magnetic locks  Clean all system equipment (Reflection and Pegasys 1000) and local processors inside and outside  Perform diagnostics on all equipment and resolve any previous outstanding problems f. SCHEDULED WORK _ Work shall be performed during regular duty working hours (0730 to 1700) Monday through Friday, excluding federal holidays (see appendix A). Prior notification of scheduled inspection work shall be coordinated with Headquarters Commandant and SSO in written format. If prior notice is not provided, USCENTCOM has the right to reschedule the inspection. g. ROUTINE MAINTENANCE AND EMERGENCY SERVICE CALLS _ The contractor will be furnished with the names of those individuals authorized to initiate service calls when the IDS, ACS, or CCTV system is not functioning. Qualified personnel shall be available to provide service to any one of the systems. The contractor shall furnish telephone and pager numbers where service calls can be made 24 hours of the day. Also, the contractor shall furnish telephone and pager number where the service supervisor can be reached at all times. (1) Routine Maintenance Service Calls _ The contractor shall respond no later then four (4) hours, once a service call has been place during normal duty working hours (0730 _ 1700). If the contractor can not respond to a routine service call within the normal duty working hours, a service technician shall be on-site by 0800 hours the following working day. (2) Emergency Maintenance Service Calls _ The contractor shall respond telephonically within one hour of service request. Once telephone contact is made the contractor shall have at maximum of two (2) hours to physically provide a service technician on-site for emergency service calls. The system(s) shall be restored to proper operating condition. All labor shall be included in the contract price. Miscellaneous materials (i.e. nuts, bolts, screws, etc.) will be included in the contract price. h. RECORDS AND LOGS _ The contractor shall maintain records and logs of each task and chronologically organize the records for each system component, as well as the system as a whole. Logs shall be maintained on site and available for inspection to demonstrate that planned and systemic adjustment and repairs have been accomplished for each system. The contractor shall separately maintain a record of each service call received to included but not limited to serial number of component involved, location, date and time call was received, name(s) of service personnel assigned, description of work to be performed, time work started and was completed. The contractor shall deliver a record of the work performed to the 6th Contracting Squadron within two workdays after accomplishment. A copy shall be made available to the Facilities Office at USCENTCOM. i. INVENTORY _ For the purpose of minimizing down time, the contractor shall maintain an inventory level of spare part or major components to be stored on-site and available for replacement. The contractor shall provide a recommended list of parts and component of critical nature, short life expectancies, and high failure rates and long lead times. 4. ATTACHMENTS/REFERENCES _ Appendix A (FY01 Federal Holiday) 5. INSPECTION AND ACCEPTANCE _ The performance of schedule maintenance, routine and emergency repairs of security systems shall be demonstrated by suitable government officials inspection and observation that the system is operational and meets industry quality standards. 6. WARRANTY _ The contractor shall perform all work within the strict terms of and conditions of all existing commercial warranties and shall not perform work that would jeopardize said warranties. The contractor_s parts and workmanship shall be warranted for one (1) year.
