Description

The Defense Enegy Support Center (DESC), in support of the Department of the Navy (DON) in the San Diego geographic area, is seeking information from parties interested in supplying a portion of the DON's electrical commodity requirement throught the use of distributed generation (DG) installed, owned (or leased) and operated by the contractor. The contract period/payback period may be up to five years (potentially with one or more options). Interested respondents should provide as a response a synopsis, no longer than one page, describing how under any such contract the Governments requirements would be met. Each response should indicate the nature of the electrical generation proposed (microturbine, fuel cell, or other), the quantity of output of the proposed units and describe how the use of this generation would be managed. Additionally, interested parties should indicate whether the unit would be sold or leased, lead time for installation, degree of reliability and the respondents capability in providing electricity under a full requirements contract utilizing the DG as a peak shaving/load management asset. Interested parties may also provide a brief description of any additional information that is deemed necessary and relevant to indicate their capabilities in regards to the information sought. This Request for Information (RFI) is for market research and planning purposes only. It does not constitute a Request for Proposal, Request for Quote nor is it to be construed as a commitment by the Government. There will be no contract award resulting from this synopsis. DESC will use the information obtained from this synopsis to understand the interest and capabilities of the market for this task.
