Description
Technical POC: Dr. Thomas J. Green, Jr., DARPA/ATO; Contractual POC: Ms. Janel Duval (NAVSEA). The Program Manager for the Robust Passive Sonar (RPS) program will host a classified review of the RPS program for interested representatives of Government and industry on Friday, 27 October 2000. The briefing will be held from 8:00 to 12:30 in the Warfare Analysis Laboratory at The Johns Hopkins University Applied Physics Laboratory in Laurel, MD. Directions, maps, and information on accommodations are available through the JHU/APL web site: http://www.jhuapl.edu/public/visit/locat.htm (The Warfare Analysis Laboratory is located in Building 26 of the JHU/APL campus. For those unfamiliar with the facility, Visitor control and check-in are done in the Lobby of Building 26.) The purpose of the RPS Program is to provide a revolutionary new capability for mobile array processing in the littoral with the objective of providing a greater than 10 dB in figure-of-merit (FOM) processing improvement for tactical ASW over baseline systems. The RPS program will pursue the following technologies: 1) surface discrete interference suppression, 2) tactical signal conditioning, 3) efficient high dimensional search, and 4) external information use. Teams are sought with extensive existing capabilities applicable to passive tactical sonar processing systems in the following areas: Surface discrete interference suppression; Source-receiver motion compensation; Array processing during tactical maneuvers; Space-time adaptive signal processing; Novel concepts for extracting volumetric aperture from tactical arrays; Environmental signal processing and calibration techniques for mobile systems; Broadband signature processing; Advanced signature visualization and interpretation; Integration of dynamic external (non-sensor) information into the signal processing architecture; End-to-end system analysis, design and integration; Real-time system implementation; and, At-sea experimentation. The program will be conducted over a 48-month period. Program emphasis will be on data-driven algorithm development and system-level performance testing. It is anticipated that two or more teams of offerors will be selected from among proposals received in response to a forthcoming solicitation. The project will culminate with the development, integration, and testing of a prototype real-time end-to-end tactical processing system. The intent of the industry briefing is to introduce the Program Manager and members of the program staff, specify appropriate channels for communicating with the program, and review the program's history, objectives, current status, schedule, funding, and acquisition strategy. The Program Manager will take questions and encourages input from industry on the program schedule and strategy. Organizations wishing to send representatives should register via the RPS Industry Day Registration web site (preferred) http://schafercorp-ballston.com/rps, via e-mail, by fax or in writing. The registration point of contact is Attn: Ms. India Woods, Schafer Corporation, 4301 N. Fairfax Drive, Suite 700, Arlington, VA 22203 (Phone: (703) 516-6034, Fax: (703) 516-6065, E-Mail: iwoods@schafercorp-ballston.com). Registration is limited to persons with U.S. security clearances. Security clearances should be faxed to JHU/APL's Visitor Control (240-228-6400) and confirmed by phone (240-228-5661). The clearances should list Ronald W. Mitnick as the JHU/APL point of contact. Registration requests should be received not later than 23 October 2000. Registration will be confirmed by 25 October 2000. The number of representatives for each organization may be limited based on the response to this announcement.
