Description

Best Value Construction Services Task Order Contract(TOC)for the 105th Airlift Wing NYANG, located at Stewart Airport, Newburgh, NY. The USPFO-NY is soliciting proposals for a multiple award, indefinite delivery, indefinite quantity type contract for maintenance, repair and construction services. Multiple awards will be made. Task orders will be issued to selected contractors based on low competitive price, or a combination of price and other factors (best value judgements) in accordance with FAR 16.505(b)(1). The contract period shall consist on one (1) base year, with four (4)one year options to be exercised at the discretion of the Government in accordance with FAR Clause 52.217-9. The following monetary limitations shall be utilized: Minimum single task order amount $2,000.00, Maximum single task order amount $1,000,000.00,inclusive of modifications or changes, five year cumulative limit awarded to a single contractor will be $10,000,000.00. Source selction procedures in accordance with DFARS 215.605 shall be utilized for the basic TOC. Significant evaluation criteria for the basic contract in descending order of importance are: (1) Past performance, with an emphasis on company experience, projects completed and letters of reccomendation; (2)Company location in relation to the work site; (3) Project management, with an emphasis on Management/Support Staff and Quality Control Plan; (4)Financial capability with an emphasis on capability to perform and bonding capacity; (5)Price proposal on the prototypical project in relation to the Government estimate. A pre-proposal conference will be held at the job site at a date and time determined upon the release date of the solicitation. This solicitation is restricted 100% to small business concerns. Small, disadvantaged (8a) firms are encouraged to submit a proposal. The North American Industry Classification System Code(s) applicable to this solicitation are 233320(Commercial and Institutional Building Construction), 235110(Plumbing, Heating and Air Conditioning Contractors) 235310,(Electrical contractors)234110,(Highway and Street Construction)and 235610(Roofing, Siding and Sheet Metal Contractors). The Government intends to award seperate contracts for each trade listed above.
