Description
The US Army TACOM-ARDEC is seeking sources for a one year Firm Fixed Price/Indefinite Quantity/Indefinite Delivery contract for bottled water, distilled water and accessory service, to be provided in accordance with the specifications contained herein. The work consists of the contractor furnishing all labor, supervision, travel, materials and equipment required to accomplish the work. The minimum guarantee for the contract shall be $10,000, and the maximum shall not exceed $250,000. The period of performance of the contract shall be comprised of one base year and four one year options; option years shall be exercised at the discretion of the government. The contractor shall furnish bottled water in five gallon-sanitized water bottles to installation facilities. Bottled water shall be compensated for, on a unit price per bottle basis. The contractor shall furnish distilled water in five gallon disposable bottles to the United States Army Health Clinic, Building 118. Distilled water shall be compensated for on a unit price per bottle basis. The contractor shall provide battery-powered pumps as directed by the Contracting Officer!&s Representative. Battery-Powered pumps shall be compensated for on a monthly rental basis. The contractor shall provide hot and cold water coolers or cook and cold water coolers as directed by the Contracting Officer!&s Representative. Hot and cold water coolers and cook and cold water coolers shall be compensated for on a monthly rental basis. The contractor shall provide regular deliveries of bottled water, distilled water and accompanying accessories to thirty-six specified buildings. The contractor shall make deliveries of bottled water, distilled water and any accompanying accessories to the pertinent buildings on Mondays in accordance with an established delivery schedule. If a federal holiday falls on a Monday or the installation is closed for whatever reason, the contractor shall make deliveries on an alternate day that is agreed upon by the contractor and the Contracting Officer's Representative. The Government reserves the right to adjust the requirements set forth on the delivery schedule as the need may dictate, and as directed by the Contracting Officer's Representative. Such revisions include adding or deleting buildings; increasing or decreasing quantities of bottled water, distilled water or accessories; and increasing or decreasing the frequency of service. Emergency Deliveries: In the interim between regularly scheduled deliveries, the contractor shall be required to satisfy any emergency requirements that may arise for bottled water, distilled water and accessories, as directed by the Contracting Officer's Representative. Deliveries of emergency supplies of bottled water, distilled water and accessories shall take place within twenty-four(24) hours after notification by the Contracting Officer's Representative. A safety briefing will be required, unless waived by the ARDEC Safety Office. In addition, the contractor shall be responsible for compliance with Occupational Safety and Health Administration (OSHA) standards and is subject to inspections without previous warning by OSHA inspectors. At the safety briefing, it will be determined if a safety permit will be required for any potential work the contractor will be performing. National Interim Primary Drinking Water Regulations: The bottled water provided by the contractor shall meet all physical, chemical, bacteriological and radiological parameters set forth under applicable provisions of National Interim Primary Drinking Water Regulations. Fresh Supplies: The contractor shall provide fresh supplies of water to replace previously delivered water, to include partially consumed bottles of water. All equipment and supplies provided by the contractor under this contract are for the exclusive use of the United States Government, its agents or instrumentalities and such equipment and supplies shall be exempt from the provisions of all local and state sales and use tax acts.
