Description

The Bureau of Alcohol, Tobacco and Firearms intends to negotiate on a sole source basis with the International Fertilizer Development Center (IFDC) for the procurement for a low density ammonium nitrate study. This is a follow-on effort to contract number Tatf-98-13 for a high density ammonium nitrate study. This will enable the Bureau to finish its on-going effort. The study will analyze and acquire necessary data and evaluate the feasibility and practicability of eliminating commingling of ammonium nitrate at distribution points and identifying production sources of ammonium nitrate products from their intrinsic crystallographic, physical and chemical properties at a given time. This requirement will be awarded to the IFDC in part because Section 732 of the Anti-Terrorism Act requires that the Department of the Treasury consult with non-profit fertilizer development centers. The IFDC has been determined to be the only source of this requirement. The IFDC, in addition, has access to necessary proprietary data not available elsewhere. See numbered Note 22.
