Description
Naval Undersea Warfare Center Division Keyport (NUWCDK) is contemplating award of a sole source purchase order to Thrustmaster of Texas that requires off-site services providing labor, material and equipment to refurbish (2) Thrustmaster OD250 propulsion units. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N00253-01-Q-0007 and is issued as a Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular No. 19. Line item, 0001 2 each Thrustmaster OD250 propulsion units. Services to include rebuilding (2) 8V71 Detroit diesel engines to include new pistons, liners, recondition rods, new bearings, M/T crank (grind if required), new gaskets, rebuild all sub-systems as necessary. Refurbish (2) skid frames, enclosures, doors, and panels, including all hydraulic systems and sub-systems. This shall include removal of, and re-installation of mechanical and electrical connections and interference's of systems as necessary to accomplish restoration. Verify that all instrumentation gauges are within calibration. Flush and clean the diesel fuel tank to remove any sludge and fungus. Flush the hydraulic system and re-new the oil using Mobil D.T.E. 15 M. Change all air, hydraulic, and fuel filters, re-new hydraulic hoses in the propulsion stem only. Clean the hydraulic system by filtration through a large contractor furnished flushing filter, which is to be temporary installed in the main loop for this purpose. Cleanliness shall be not less than ISO 15/12 level. This shall be verified by on-line testing using contractor-furnished electronic particle counter. Install an oil sampling port in the return line for future use by the customer. Preserve, clean, wire brush, pressure wash, to remove all salts, grease, rust and non-adhering paint. Apply new primer to areas where bare metal shows through. Use an inorganic zinc primer. Paint the entire unit using a high-quality grade marine paint, Amerlock 400 deep blue or approved equivalent using best marine practices. Follow the paint manufacture specifications for surface preparation and paint application, as applicable. Perform a no-load operational test and complete functional test for system verification. Make all adjustments to accomplish 100% operational, both mechanical and electrical. Warranty will commence from the date NUWCDK places the units into service. NUWCDK will notify contractor in writing of the actual date. Warranty will cover duration of no less than 6 months. NUWCDK will be responsible for shipping the Propulsion units to the contractor's facility. Contractor will be responsible for re-delivery of the propulsion units to NUWCDK, material to be shipped to contractor on or about 31 October 00, services to be completed and material to be returned to NUWCDK no later than 29 December 00.
