- J-DESC: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. This solicitation N62799-01-B-0003 is a Request for Proposal (RFP). This procurement is under the test program for commercial items using simplified methods. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-18. The associated Standard Industrial Classification Code (SIC) for this procurement is 3732 with the small business size of 1000. This is a full and open competition. This combined synopsis/ solicitation is issued for miscellaneous repairs, painting and replacements of zincs on Open Lighter YC-1470. This requirement must be performed in the Puget Sound, Washington area. The period of performance is from 6 November to 17 November. The following characteristics are provided: Length Overall, 110 Feet 0 Inches; Extreme Beam, 32 Feet 0 Inches; Max Navigational Draft, 8 Feet 0 Inches; Light Displacement, 144 Tons; Full Displacement, 694 Tons; Dead Weight, 550 Tons. All materials shall be in accordance with American Bureau of Shipping (ABS) and U.S. Coast Guard requirements. All materials shall be contractor furnished unless otherwise noted. All material provided shall be free of asbestos/PCB's. (Note: Any changes to the scope of the contract must have approval of the Contracting Officer.) The contractor shall submit a Condition Found report to the Keyport Port Engineer on conditions encountered during the production process. This should occur the same workday when possible, to minimize disruption of the overhaul schedule. The requirement consists of the following: WORK SPEC 001 -- PROVIDE TUG AND PILOT SERVICES TO PICK UP AND REDELIVER; Provide Labor, equipment, and materials to: Pick up and deliver to the Contractor's work site, the YC-1470 located at Naval Undersea Warfare Center, K-B Docks, Bangor, Washington. Upon completion of the availability, deliver the YC-1470 to the Naval Undersea Warfare Center, Bangor, Washington. Movement of the YC-1470 within the Contractor's yard shall be the responsibility of the Contractor. WORK SPEC 002 -- PROVIDE DRYDOCKING AND UNDOCKING SERVICES; Provide labor, equipment, and materials to accomplish dry-docking barge for underwater cleaning, painting, survey, maintenance and/or repairs. Re-float upon completion of above. Provide, set, and align the blocks using drawings (845-6518244 Rev- Open Lighter YC1554 Series Anode Location and Dock Plan 110' x 21' x 9'-0") and (100-6518231 Rev- Open Lighter YC1554 Series Hull Structural Arrgmt & Det 110' x 32' x 9'-0") for guidance. Blocking is to be arranged in such a manner as to expose block spots from prior dry-dockings to allow inspection and coating of same, and will contain a minimum of 2-inch soft cap thickness. Furnish the Port Engineer with a block position report. CHECK POINT -- (BLOCK INSPECTION) DOCK AND UNDOCK; Inform the Port Engineer a minimum of 24 hours prior to proposed docking/undocking. Prior to the hull setting on the blocks, record draft conditions for reference. Submit a report to the Port Engineer. Inspect the fit on the blocks immediately after the barge is dry-docked. Provide shimming between blocking and the hull to achieve 100% hull contact on the blocks. Electronically connect to the barge's hull when in dry-dock, to the established connection point with a minimum of 500,000 circular mil cables, and to the ground connection in dry-dock, for protection against lightning and other static charges. No power requirements required. WORK SPEC 003 -- PRESSURE WASH UNDERWATER HULL;Provide labor, equipment, and material to accomplish a fresh water high-pressure wash of the entire hull and freeboard, immediately after dry-docking, while the hull is still wet, in preparation for repainting. Use the minimum pressure required ensuring 100% removal of marine growth, salts, and non-adhering paint. Covering of the electrical equipment/systems, and other vessel openings and equipment is the responsibility of the Contractor. While the hull is still wet, perform a visual inspection of hull (with manufacturer's paint representative in attendance) and submit a report to the Port Engineer detailing any and all existing hull preservation conditions and recommended action for repair and surface preservation and repainting. WORK SPEC 004 -- ACCOMPLISH ULTRASONIC INSPECTION OF UNDERWATER HULL; Measure and record a minimum of 200 locations, the design thickness and actual thickness. Note if reading is taken over an existing doubler plate. List specific locations with respect for frame, strake, or measurements from suitable reference points. Search for, mark, identify, and record actual and suspected defective areas which may be detrimental to the structure and watertight integrity of the barge. WORK SPEC 005 -- SPOT BLAST HULL; Provide labor, equipment, and material to spot blast to an SSPC-6, 10% of the hull and freeboard surface as designated by the Port Engineer. Provide 80 man-hours of industrial assistance and 1200 dollars of material to accomplish additional blasting of hull and freeboard surfaces as authorized by the Keyport Representative. Total cost less than the above man-hour and dollar amounts will be the subject of an equitable adjustment. Provide a copy of an estimate of labor hours and material required to accomplish each Assistance Work Request, using the Assistance Work Request Form, to the Keyport Representative. Provide 100 manhours of industrial assistance and 1000 dollars of material to accomplish gas freeing of voids, clad welding of 10 square feet of plating and 50 square feet of plate replacement, found as a result of the Visual Inspection of Work Spec 003 and the Ultrasonic Inspection of Work Spec 004, as authorized by the Keyport Representative. Total cost less than the above manhour and dollar amounts will be subject of an equitable adjustment. Provide a copy of an estimate of labor hours and material required to accomplish each Assistance Work Request, using the Assistance Work Request Form, to the Keyport Representative. WORK SPEC 006 -- ACCOMPLISH AIR TEST OF VOIDS; Accomplish a final air test of the voids. Test pressure shall be 2 PSIG. Maintain test pressure for 15 minutes for temperature stabilization prior to start of test. Hold test pressure for 10 minutes. Allowable drop in pressure: None. WORK SPEC 007 -- PAINT HULL, DRAFT MARKS, AND HULL NUMBERS; Provide labor, equipment, and material to accomplish 100% painting of the underwater hull, boot top, freeboard, draft marks, and hull numbers using good marine painting practices and drawing (605-6518243 Rev- Open Lighter YC 1554 Series Hull Markings 110' x 32' x 9'-0") for guidance. Allow a minimum of 48 hours drying time after pressure washing and applying a first coat of paint. Follow paint manufacturer's specifications for surface preparation and paint application. Note: The use of a manufacturer's representative is required for guidance. See painting Spec 001 for painting requirements. WORK SPEC 008 -- REPLACE HULL ZINC ANODES; Provide labor, equipment, and material to replace all hull zinc anodes. Template sizes, configurations, and quantities from existing conditions found aboard the barge. Use drawings (845-6518244 Rev- Open Lighter YC1554 Series Anode Location and Dock Plan 110' x 21' x 9'-0") and (803-921865 Rev R, Cathodic Protection) for guidance to identify zinc material type, quantity, and locations. Existing zinc anodes are bolted. Perform an electrical resistance test on each newly installed zinc anode. Provide 18 man-hours of industrial assistance and 50 dollars of material to accomplish repair/replacement of damaged/missing mounting studs found in way of repair as authorized by the Keyport Representative. Total cost less than the above man-hour and dollar amounts will be the subject of an equitable adjustment. Provide a copy of an estimate of labor hours and material required to accomplish each Assistance Work Request, using the Assistance Work Request Form, to the Keyport Representative. WORK SPEC 009 -- PRESERVE BEARING FOUNDATION; Provide labor, equipment, and materials to accomplish painting and preservation to the structural foundation of the rotating bearing inside Void #6 starboard side. Prepare the surface of the structural foundation to an SSPC-SP-6 to remove all rust, scale, and non-adhering paint. Capture all loose materials from the foundation, including all materials used in obtaining the SSPC-SP-6 surface preparation. Paint foundation in accordance of manufacture recommendations Use Painting Spec 001 and manufactures Paint Representative for guidance. PAINTING SPEC 001 PREPARE AND PRESERVE THE FREEBOARD, AREAS ABOVE THE WATERLINE, AND THE UNDERWATER HULL; All painting called out in the work specs above shall conform to the following requirements. Dry film thickness of all coatings must be achieved without exception. Drying times, including undocking, must be adhered to without exception. Longer drying times may be required during colder temperatures. For all abraded areas, bare spots, and underwater hull areas where epoxy paint is exposed; spot blast (see Work Spec 005) and/or power tool clean to achieve SSPC-6 commercial blast. To these areas, apply 2 coats of Devoe Bar Rust 235 paint, alternating Red and Black, at 6-8 Mils dry film thickness each coat for a total DFT OF 12-16 Mils. For the underwater hull areas; apply a full topcoat of Devoe 214 Red anti-fouling paint to the entire underwater hull areas at 3-5 Mils dry film thickness. Sand sweep the area from the waterline to the top of the freeboard. Spot blast (see Work Spec 005) to achieve an SSPC-6 commercial blast from the waterline to the top of the freeboard to remove all rust and scale. Spot coat the areas with Devoe 235 at 6-9 Mils dry film thickness. Apply a full coat of Devoe 235 (Gray) to the entire freeboard area. Apply a final full topcoat of acrylic epoxy 229 at 2-3 Mils dry film thickness.
