- Description
- Indefinite quantity electrical engineering services for projects in the following cities: Denver, CO; Phoenix, AZ; Salt Lake City, UT; Eugene, OR; Portland, OR; Salem, OR; Seattle, WA; Tacoma, WA, and Pasco, WA. The US Postal Service is seeking electrical engineering consultant firms (EECF) with a specialty in electrical power distribution; especially in the areas of performing electrical power distribution system investigations, engineering analysis, survey/studies, and National Electrical Code (NEC) and Occupational Safety Health Act (OSHA) electrical safety observation reviews. The principal electrical engineer will be required to stamp all drawings and reports for the respective State in which the facility study is being performed. It Is anticipated that two (2) contracts will be awarded -- one each for Group I and Group II as noted below. Engineering firms submitting their qualifications will be evaluated using the following selection criteria: 1) Two (2) or more electrical engineers registered in the following states: Group I -- Colorado, Arizona, and Utah, or Group II -- Oregon and Washington; 2) Experience in electrical power system survey/studies (electrical load, short circuit, equipment evaluation, and protective device coordination studies); 3) Ability to provide cost estimates regarding the power distribution systems; 4) Have the necessary computer, software, and test equipment to perform these studies. and 5) Previous owners references. The selected electrical engineering firms may be awarded subsequent services over a period of five (5) years subject to project needs of the Postal Service and the engineer's availability of staff knowledgeable in Postal work, firm workload, and the high quality of performance on recent Postal projects. There is a $5,000 guaranteed contract minimum. Award of additional projects may be made without further solicitation for facilities located within the states of the cities noted above. Other neighboring States may be included by bilateral agreement. Consideration will be given to firms responding to this advertisement with offices within a 50 mile radius of Denver, CO, or within a 50 mile radius of Seattle, WA, or within a 50 mile radius of Portland, OR. Firms will be considered local only if their sole offices are in the specified geographical areas or they have local branch offices and all the electrical survey, coordination, and management of the projects will be performed in the local branch offices. Firms that have the qualifications to perform the services described above are invited to submit a completed SF 255, Architect-Engineer and Related Services Questionnaire for Specific Projects, a completed SF 254, Architect-Engineer and Related Services Questionnaire, and a completed SF 254 for each of its proposed consultants to the office shown above, and received no later than 3:00 PM, November 21, 2000. Additional information relating to your qualifications for our electrical power distribution system investigations should be submitted with the above forms. Interested firms with more than one office must indicate on their SF 255, the staffing composition of the office in which the work will be performed. The contract contains a requirement for firms to provide evidence of current insurance of $200,000 of errors and omissions per claim. We encourage participation of Minority and Woman-Owned Businesses. It is prohibited to pay any fee, commission, percentage, or brokerage fee to any person or firm contingent upon or resulting from award of a contract for this project. No other general notification for this project will be made. Submission of SF 254 and SF 255 by USPS mail (Express Mail, Priority Mail, or First Class) is encouraged. Submissions will not be retained or returned. This is not a request for proposal.
