Description
Manportable Common Thermal Night Sight Engineering Services for FY01/03- The proposed acquisition requires that the contractor demonstrate technical and managerial expertise in the performance of complex engineering services in support of Manportable Common Thermal Night Sights (to include all ancillary and support equipment) production contracts for the U.S. Army Aviation and Missile Command (AMCOM). Knowledge of the manufacture of sophisticated electro-optical equipment, missile system components, software development, and disciplines including system logistic support, equipment publications, engineering and technical support, safety, product assurance, human factors, configuration management, and test requirements. The contractor must comply with extensive data requirements, military and DoD specifications and standards, and specified U.S. Army documents. Contractor must have adequate facilities and equipment for testing, evaluation and validation procedures. The contractor should also have adequate equipment and facilities to conduct repair and maintenance activities. A facilities security clearance will be required. This requirement is for engineering services in support of the complete family of Manportable Common Thermal Night Vision Sights and all associated equipment. The contractor will provide technical and engineering support services including studies, designs, hardware fabrication, and tests utilizing available technical and scientific data; hardware; manufacturing data; unsatisfactory equipment reports; and results from engineering, development, and operational test. The contractor will provide technical assistance with the objective of maintaining and/or improving system requirements. The contractor will be required to analyze user-system interfaces of any proposed change to the system. The contractor will provide a logistics management capability; review all Engineering Change Proposals (ECPs) for impact on all Night Sight depot test equipment, tools and fixtures, maintain/update a provisioning program in accordance with MIL-PRE-49506, furnish DAMWOs with ECP submittal, perform field specification analysis to include test parameter studies to identify and achieve solutions to problems with testing of related weapon system equipment, perform failure analysis, maintain/update technical publications, provide on-site support to user, maintenance, and production locations. The contractor will provide Configuration Management support by maintaining/updating current data base of all MCTNS technical documentation and specifications. Contractor will prepare Engineering Change Proposals (ECPs) and provide all supporting documentation for evaluation by AMCOM. Contractor will also review ECPs from other sources to determine complete system impact. Support of Configuration Audits and Reviews will be required by providing facilities, tools, documentation, and technical assistance. The contractor will also implement and maintain a product assurance program. A basic 12-month period of performance is planned commencing 01 Jan 01 and ending 31 Dec 01. The FY02 Option is planned for 12 months and the FY03 option is also planned for 12 months. This requirement also will have 100% additive options for each year.
