Description
This is a market survey conducted by the Department of the Army, to determine the existence of additional sources for a follow-on contract for engineering/field support services provided to the Single Channel Ground and Airborne Radio System (SINCGARS). An urgent requirement now exists for the continuation of current supporting services, which are being provided to the Government by ITT industries, Fort Wayne, Indiana, under contract DAAB07-97-C-C605. The continued engineering/field support is required for production and sustainment efforts involving the Ground and Airborne Integrated Communication Security (ICOM), SINCGARS Ground and Airborne System Improvement Program (SIP), SINCGARS Ground Advance SIP (ASIP), and the Internet Controller (INC). These efforts are in support of equipment developed and produced under contracts DAAB07-84-C-K503, DAAB07-85-C-K561, DAAB07-91-C-G001, DAAB07-94-C-C401, DAAB07-95-C-C503, DAAB07-96-C-C501, DAAB07-97-C-C600, and DAAB07-00-D-C251 by ITT. These support services include system engineering support and management, program management to time and materials supplied under these services, and responses to request from the Government and/or major Government contractors on an on-call basis to perform specific work directives. All of these services shall be performed with minimal Government assistance and data. Accordingly, the prospective contractor would require an in-depth knowledge and understanding of the design and capabilities of the SINCGARS Radio Systems. Specific knowledge of the Army's Tactical Internet (TI) architecture and how it relates to the SINCGARS INC and emerging software changes to accommodate TI maturation are extremely important. In addition, the prospective contractor must be able to continue and complete ongoing engineering support tasks such as: a. Providing on-site field service support of the SINCGARS engineering services to include (but not limited to), system engineering/integration, maintenance, troubleshooting, diagnostic services and repair. b. Embedding a Global Positioning System (GPS) Receiver into the SINCGARS ASIP Radio. c. Pre- and Post Deployment Software Support (PDSS) of the SINCGARS radio and the Internet Controller (INC). d. Continued support of the development and manufacture of the Network Access Unit (NAU). The Government does not possess configuration control of the necessary documentation and system level drawings for the ASIP. Therefore, at this time a complete technical data package does not exist to support this acquisition. The period of performance for this effort is thirty-six (36) months. Questions are welcome up to the response time. Upon receipt of these responses, a technical representative of Program Manager Tactical Radio Communications Systems (PM TRCS) will conduct a telephonic survey with the respondees. Note 22 applies to this market survey.
