Description
NASA/LaRC plans to issue a Request for Quotation (RFQ) for Risk mitigation for using Rad-Coat on the Radiation Test Board on the GIFTS Program. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from Space Electronics Inc. (SEI), who has uniques supplies. Only two companies have this unique radiation shielding for microelectronics available. NASA LaRC is contracting with both sources to evaluate the radiation shielding for microelectronics. The Rad-Coat technology was developed by SEI on a previous NASA SBIR and has not been evaluated in space. In order for another company to perform this task, it would take substantial duplication of time and money and such costs are not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 3, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
