- Description
- DESC: The Defense Information Technology Contracting Organization, Pacific intends to negotiate a follow-on sole source contract with Verizon Hawaii, Inc., formally GTE Hawaiian Telephone Company, Inc. of Honolulu, Hawaii, for non-switched 2-wire Type 2001 OS and 4-wire Type 3001 and 3002 analog circuits; 4-wire and V.35 DDS and fractional T-1 digital communications in support of voice and data communications to the Federal Aviation Administration (FAA). The contract performance period is expected to be one year with 6 six-month options. Services are required not later than 1 January 2002. The current contract consists of a leased telecommunications system which provides critical and essential telecommunication services for the FAA's management and operations of United States and international air traffic throughout the Hawaiian Islands and greater Western Pacific Region. The leased telecommunications system consist of Timeplex LINK/2 nodal equipment in the FAA air traffic control towers at Lihue, Kauai; Kahului, Maui; Kona and Hilo, Hawaii; the Honolulu AFSS and the Honolulu Control Facility. Physically and geographically separated primary and diverse route T-1 circuits interconnect the nodal equipment. The leased telecommunication system is monitored and controlled by Verizon Hawaii 24 hours per day, seven (7) days a week using the Timeplex Timeview 2000 system. Under the current contract, Verizon Hawaii also provides a network service manager, a network project administrator, and a network repair technician who directly support the FAA for the supervision, maintenance and provisioning of the leased telecommunication system. Verizon provides all labor, supervision, materials, equipment, tools, appliances, and services to maintain and repair the system. Under the current contract, any failure within the redundant network (nodal equipment and/or T-1 circuits) shall be restored to service within a maximum time of 30 seconds from the time of a failure, and within an average of 20 seconds as calculated over the latest 12 month period. Outside of the redundant network, each telecommunication channel shall be restored to service within a mean time to repair (MTTR) of no greater than four (4) hours from the time of a failure. The FAA requires a system availability of 0.999998294 for the redundant circuits, and 0.9998294 for the non-redundant circuits. The leased system provides real time information to controllers and other FAA support personnel who are directly responsible for air traffic control and safety. Verizon Hawaii, Inc., is the only known source that is able to provide the necessary level of support in conjunction with the stringent requirements for network management, system reliability, circuit provisioning, circuit availability, and maintenance/restoration response times without risk of delay or mission impact. Additionally, Verizon Hawaii, Inc. is the only provider positioned to ensure that there is no disruption in service during the transition to the services provided under the FAA's Telecommunications Infrastructure (FTI) contract. DITCO-PAC intends to negotiate a sole source contract with Verizon Hawaii, Inc. This is not a request for competitive proposals, no formal solicitation exists at this time and no award will be made on the basis of any response to this notice.
