- Description
- Description: Subject to final approval, the Inter-Amercian Foundation through Bureau of the Public Debt intends to acquire, on a sole-source basis from Rosa Maria Cruz Lopez, Guatemala, support services as follows: provide proposal development to provide information to prospective proponents about donor guidelines, deadlines, and priorities; provide basic information about IAF program, experience, and priorities to interested parties in Guatemala; give periodic, widely advertised workshops on donor priorities, project preparation, and proposal development; and assist grassroots organizations and grassroots support organizations in improving the proposals that are submitted according to IAF guidelines to accurately reflect the goals and capacity and meet donor requirements; provide grant administration and reporting to provide IAF grantees with a general orientation to the terms of the grant agreement, IAF requirements and standards for programmatic and financial reporting; visit each funded project in Guatemala at least once every six months to review project progress and provide any needed assistance; meet with grantees when they come to the capital city; train grantees in meeting disbursement, administrative, legal, and reporting requirements of their grant agreements; assist grantees in their communications with external partners (e.g. electronic, courier, telephone/fax, and personal meetings); in collaboration with IAF provide assistance to grantees to enable them to determine and utilize project results for project management and reporting purposes; complete and verify the results data contained in the programmatic report submitted by the grantee; after the site visit, write the results report and send it to IAF; manage a small fund to be used with the prior written approval of the IAF to contract with consultants with specialized skills and/or knowledge to provide technical assistance to grantees and/or proponents, including technical assistance to enable them to establish linkages with other local development actors and perform pre-grant feasibility studies; assist in reviewing the contracts for technical assistance; provide curricula vitae of the contractors, a copy of the scope of work and a justification concerning the fee requested; fund cross-project visits and grantee meetings or workshops to share experiences and lessons learned; send grantee representatives to relevant conferences and meetings; support the publication of educational materials for grassroots development audiences; provide space and equipment to organize and protect IAF assets and files; maintain IAF project files for both current grants and previous grants for which project files exist in Guatemala (approximately the past 10 years); maintain files in safe storage; maintain IAF_s office equipment and furniture in a secure place; maintain IAF_s two vehicles: 1995 Toyota Land Cruiser and 1990 Daihatsu; facilitate transfer of the Daihatsu if requested by IAF; make available for carrying out the purposes of this agreement office space and equipment the services of an administrative assistant; rent an appropriate vehicle or use IAF_s Toyota as needed for field visits; maintain financial records of all financial transactions and retain receipts that document these transactions. NO SOLICITATION DOCUMENT IS AVAILABLE. A request for documentation will not be considered an affirmative response. If no affirmative written response is received by the close of business on October 26, 2000, to the effect that a comparable service is available, and that it is more advantageous to the Government than obtaining these services through a sole-source contract, a sole-source award will be made.
