Description

: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. All responses to this solicitation (RFQ) must make reference to solicitation number F0469300T0394. LAAFB proposes to procure 180 portable water-ballast plastic barriers that meets the following requirements and specifications: Barricade system should be an interlocking/connecting low density polyethylene with an approximate thickness of 8 millimeters, six feet long, 42 inches in height with a base width of 24 inches. System must be modular, assemble/disassemble and nest for compact storage. Barricade should have fork lift slots and top inset slots for signs, screens and flashers. System must be able to maintain a continuous enclosure and be designed to prevent access to hazardous work areas and be brightly colored for high visibility. Barriers are intended to be used as a method to control, direct, channel, and stop or otherwise prevent entry of vehicle or pedestrian traffic. The quotation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 97-14. This solicitation is set aside for Small Business. North American Industry Classification System (NAIC) is 421990. Interested vendors have ten (10) days from publication of this Synopsis/RFQ to submit their quote. Required delivery at Los Angeles AFB is 30 days after contract award. Anticipated award date is contemplated by 7 Nov 00. To be eligible to receive an award resulting from this quotation contractor must be registered with the Central Contractor Registration (CCR) database, NO EXEMPTIONS. In order to register, apply through the Internet at http://www.ccr2000.com. A DUNS (Dun and Bradstreet) number is required in order to register. Verification of CCR registration and Tax ID number must accompany your quote. The provisions at FAR 52.212-1, "Instructions to Offerors-Commercial Items" applies to this acquisition and addenda are not attached; FAR 52.212-3, "Offeror Representations and Certifications-Commercial Items" applies to this acquisition and a completed copy of the provision should be provided with the offer. FAR 52.212-4, "Contract Terms and Conditions-Commercial Items"; DFAR 252.204-7004, "Required Central Contractor Registration"; FAR 52.233-3, "Agency Protests" and FAR 52.212.5, "Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items", including the following subclauses, 52.222-21, 52.222-26, 52-222-35, 52.222-36, 52-222-37 and 52.232-33, apply to this acquisition. FAR Clause 52.212-2, "Evaluation-Commercial Items", also applies to this acquisition. The evaluation criteria for this solicitation will consist of technical capability of the Offeror to meet the agency technical and delivery requirements, and price.
