Description
This is a SOURCES SOUGHT SYNOPSIS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This sources sought synopsis is in support of a market survey being conducted by the Air Force to determine potential sources capable of designing and implementing GTN 2010, an enterprise web-based solution for the dissemination of U.S. Transportation Command (USTRANSCOM) military passenger and cargo transit information. USTRANSCOM is replacing its current system (GTN), and envisions a system that will permit a community of approximately 8,000 users, more than 500 connected simultaneously, that will provide In-transit Visibility and the Command and Control decision support information necessary to meet customer requirements. Additional system concepts and functional requirements are described in an ESC White Paper, "Concepts and Objectives for Global Transportation Network 2010." Prior to the release of the solicitation, the Government will make additional system requirements documents and other reference materials available. The Government expects that qualified contractors either alone or with appropriate teaming partners should possess capabilities or experience as follows: (1) capability to design and implement a substantial web enterprise information system interoperable with multiple Government and commercial systems. This capability should reflect the ability to apply business rules of DoD transportation in a manageable and maintainable fashion; (2) capability to design, develop, and implement a highly available system that maintains synchronization and connectivity requirements; (3) experience with and ability to provide adequate security controls in accordance with DoD and Air Force regulations. Electronic Systems Center, ESC/GAN, will host an Industry Day for GTN 2010 at Hanscom AFB, Massachusetts, on 8 November 2000. Potential offerors are invited to attend information briefings on the objectives of GTN 2010, and to see a demonstration of the current GTN system. Attendence is limited to two individuals per contractor or contractor team. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this SOURCES SOUGHT request. Interested firms are requested to indicate their intention to attend the GTN 2010 Industry Day to ESC/GAK, 75 Vandenberg Drive, Bldg. 1630, Hanscom AFB, Massachusetts, 01731-2103, Attn: Mr. William Bailey, Contracting Officer. Responses should be received within 10 days after the date of this publication. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose.
