Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 13 and the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Solicitation number/RFQ N00244-01-T-0061 applies; this announcement constitutes the ONLY solicitation, quotes are being requested and A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. The standard industrial code is 3069 and the business size standard is 500 employees. An indefinite delivery type contract (Indefinite quantity) for an estimated quantity of eighty-two (82) custom-fit Search And Rescue {SAR} wetsuits is anticipated, for a base year commencing (UPON AWARD November 2000) through 9/30/01, plus four (4) option years. This requirement is for a fixed priced contract for one (1) item as follows. PERIOD OF PERFORMANCE: BASE YEAR {Upon award November 2000} to 30 September 2001. OPTION YEAR I will run from 1 October 2001 through 30 September 2002. OPTION YEAR II will run from 1 October 2002 through 30 September 2003. OPTION YEAR III will run from 1 October 2003 through 30 September 2004. OPTION YEAR IV will run from 1 October 2004 through 30 September 2005. LINE ITEM 0001- Search and Rescue {SAR} custom-fit wetsuits, each to include the following components: 1 each 95201 5mm deep see boot heel and toe cap boot molded sole #5 zipper; 1 each hood -- 6mm with 3mm face seal with barrack seams; 1 pair gloves 2mm neoprene with leather amara suede palms; 1 8904-n-spcl SAR issue wet suit, custom package to include: 4.5mm farmer john style pants with double velcro shoulder closures, knee pads and ankle zippers; 4.5mm long-sleeve beaver tail jacket with velcro closure and wrist zippers; 3.0mm short-sleeve shorty with diagonal zipper. All material must be Yamamoto #380L-200-81540-24 neoprene. ADDITIONAL DEFINITION: For the purpose of this procurement, the Navy's definition of custom-fit is clarified to mean individually measured, custom-cut, tailor-made suits for each individual. Use of standard stock sizes is unacceptable. Minimum quantity 50 each; maximum quantity 82 each. Wetsuits are for graduates of the Surface Rescue Swimmer Course given by the Fleet Training Center, San Diego. Eight to ten classes are given per year. COMNAVSURFPAC sponsors/purchases one wetsuit per ship in SURFPAC claimancy per year. Contractor (or representative) must be within the San Diego commuting area in order to take measurements of class candidates. Upon graduation, the Contractor will be provided with a list of graduates qualifying for a wetsuit, but shall not proceed with work until a delivery order is cut against the basic contract. Contractor shall be responsible for shipping the wetsuit/s directly to the ship, even if deployed. Shipping/delivery charges are to be included in your quote, whether incorporated into the unit price or broken out separately. Delivery shall be made within 30 calendar days after date of each individual delivery order. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items applies. Addendum to FAR 52.212-1, Paragraph (b)(5): Offers shall provide an express warranty which at a minimum shall be the same warranty terms, including offers of extended warranties, offered to the general public. Express warranties shall be included in the contract. Clause 52.212-4, Contract Terms and Conditions Commercial Items, applies as well as the following addendum clauses: FAR 52.211-5, Material Requirements; FAR 52.232-18, Availability of Funds; FAR 52.216-18, Ordering, with Para (a) completed as follows: " Such orders may be issued from {date of award} through 30 September 2001"; FAR 52.217-4, Evaluation of Options Exercised at Time of Contract Award; FAR 52.217-5, Evaluation of Options; FAR 52.217-8, Option to Extend Services; FAR 52.217-9, Option to Extend the Term of the Contract, with Para (a) completed as follows: " 30 days before the contract expires" and Para (c) completed as follows: " shall not exceed five (5) years."; FAR 52.216-19, Order Limitations, completed as follows: Para (a) three (3) each; Para (b)(1) ten (10) each; Para (b)(2) (n/a); Para (b)(3)10 days; Para (d) five (5) business days; and FAR 52.216-22, Indefinite Quantity, with Para (d) completed as follows " shall not be required to make any deliveries under this contract after 31 December 2001". DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies with the following clauses applicable for paragraph (b): DFARS 252.225-7001, Buy American Act and Balance of Payment Program; and addenda DFARS 252.225-7000, Buy American Act and Balance of Payment Program Certification; DFARS 252.225-7006, Buy American Act Trade Agreements Balance of Payments Certificate; DFARS 252.225-7020, Trade Agreements Certificate; and DFARS 252.225-7035 (Alt I), Buy American Act North American Free Trade Agreement Implementation Act Balance of Payments Certificate. The government intends to make a single award to the responsible offeror whose offer is the most advantageous to the government considering price and ability of contractor to accomplish custom-fit/tailoring requirements.
