Description

This is an ADVANCED RELEASE OF DATA FOR EVALUATION VALIDATIONS/DEMONSTRATIONS OF FUTURE SOLICITATION N00024-00-R-6115 for Commercial-Off-The-Shelf Human Resources (COTS HR) Software Package. The Naval Sea System Command (NAVSEA) has a requirement for COTS HR software for use in the development and integration of the Defense Integrated Military Human Resources System Personnel/Pay (DIMHRS (Pers/Pay)) The Navy intends to procure a COTS HR Enterprise License that will include development and operational licenses, developer toolkits, system management toolkits, technical support services, maintenance, software upgrades, documentation, data, and training to support the development and test environments of the DIMHRS (Pers/Pay) program implementation. Reference CBD synopsis for and release of DRAFT solicitation number N00024-00-R-6115 [still don't understand this sentence]. The requirement will not include the Data Base Management System upon which the COTS HR may operate. The requirement will be for a one year enterprise license, with options for an additional two years and for an enterprise license and standard maintenance/update services in perpetuity. The release of the final RFP, including requirements objectives and evaluation criteria, is anticipated on 27 OCT 00. The documents which constitute the remainder of the RFP will be posted on the NAVSEA Contracts Directorate home page (http://www.contracts.hq.navsea.navy.mil). Potential offerors must demonstrate compliance with the requirements of the GO/NO GO Criteria Questionnaire set forth in Attachment H of the solicitation. The criteria requires that offerors certify that 1) their COTS HR product with HR and pay management functions has been used for two or more Government or private sector clients of at least 50,000 employees each, and that 2) their COTS HR product with HR and pay management functions has been used by at least 200 client organizations. Attachment H of the RFP is posted on the NAVSEA Contract Directorate home page. Offerors who meet the above Go/No Go criteria will be required to conduct oral presentations and product validations/demonstrations to demonstrate their ability to meet the Government's requirements. Evaluation validations and demonstrations are expected to begin within 30 days of the release of the RFP. The Government data records required for the evaluation validations/demonstrations are contained in Attachment J to the RFP. The data is subject to the restrictions and limitations of use required by the Privacy Act; see FAR 52.224-1, Notification of Privacy Act and FAR 52.224-2, Privacy Act. The data contained in Attachment J will only be for use in the demonstrations/validations as required by NAVSEA solicitation N00024-00-R-6115 and will not be used or released for any other purpose private or commercial. Access to Attachment J will be given to only those parties meeting the Go/No Go Criteria and submitting the information requested by Attachment H in writing to the address and PCO set forth above. Questions relating to this synopsis, both technical and contractual should be submitted in writing to the PCO.
