Description
Kormendi Gardner Partners (KGP), acting on behalf of the Air Force Center for Environmental Excellence (AFCEE), and the Air Force Materiel Command, is pleased to announce the release of its Request for Proposals for the Privatization of Military Family Housing at Kirtland Air Force Base. Please note that "Step One" proposals are due no later than 5:00 p.m. EST 17 November 2000, at the offices of Kormendi Gardner Partners. KGP intends to employ a two-step RFP process. In the first step, each prospective offeror (or offeror team) will submit written evidence of its qualifications, experience, references and access to financial resources, and a brief summary of its approach to the Kirtland Project. KGP, with AFCEE concurrence, will pre-qualify those offerors that satisfactorily demonstrate their financial and technical capacity, and a sound understanding of the requirements of the Kirtland Project, such that the Air Force would be justified in relying upon these offerors to perform the Kirtland Project successfully. In the second step of the RFP process, KGP will invite only the pre-qualified offerors (down-selected firms) to submit fully specified technical and financial proposals that will enable KGP to recommend the Successful Offeror to the Air Force on the basis of evaluation criteria that are stated in the RFP. Described generally, the Kirtland Project involves the demolition of 1,573 obsolete on-base housing units, the construction of 953 new units, and the long term (up to 50 years) management, operation and maintenance of those 953 units plus 211 existing units that were recently constructed. Also described very generally, the Air Force expects to contribute leased real property and improvements, and may subsidize the project's financing to the degree necessary to enter into an agreement with the successful private offeror. The Successful Offeror will contribute cash equity, will obtain private sector debt, and will be responsible for managing and operating the Kirtland Project. Except in very limited respects, and subject to certain specific cash-reserve requirements, the SO will be entitled to the project's operating cash flow as specified in the RFP and in the agreements that will be executed after selection of the SO. This transaction is not subject to requirements of the Federal Acquisition Regulations.
