Description
The Air Force Research Laboratory (AFRL), Space Vehicles Directorate (VS) at Kirtland AFB NM and AFRL/VSB at Hanscom AFB MA are interested in receiving proposals from all offerors to advance the state-of-the-art and scientific knowledge in space technology. At AFRL/VS, Kirtland AFB NM the ten (10) technical areas are: (1) Space-Based Remote Sensing Technologies, (2) Space Cryogenic Cooling, (3) Spectral/Polarimetric Remote Sensing, (4) Precision Controls, (5) Space Structures, (6) Spacecraft Protection Technologies, (7) Space Electronics, (8) Conferences and Workshops (9) Advanced Space System Concepts and Technologies and (10) Formation Flying Dynamics and Control. At AFRL/VSB, Hanscom AFB MA the six (6) technical areas are: (1) Space Effects on Air Force Systems, (2) Global Ionospheric Specification and Forecast, (3) Ionospheric Effects, (4) Background Clutter, (5) Advanced Optical Technologies, and (6) Tactical Environmental Support. ALL POTENTIAL OFFERORS SHOULD BE AWARE THAT DUE TO UNANTICIPATED BUDGET FLUCTUATIONS, FUNDING IN ANY OR ALL AREAS CAN CHANGE WITH LITTLE OR NO NOTICE. Consequently, it is imperative that ALL potential offerors contact the appropriate technical point of contact contained in the solicitation PRIOR to committing resources to preparing a proposal in response to this Broad Agency Announcement (BAA). The technical and cost proposals and administrative data shall be submitted in separate volumes in original and three copies with the original marked to distinguish it from the copies and shall include the information required by the proposal preparation and cost proposal instructions. A 3.5" diskette, IBM PC compatible, Microsoft Excel (Version 5.0 or 7.0) files, to include all cell formulas, containing the cost proposal is required. If proposing assistance, certifications of compliance with national policy mandates are required. Offerors must be registered and validated in the Central Contractor Registration (CCR) system prior to award of any contract from the Department of Defense. Offerors must mark their proposals with the restrictive language stated in FAR 15.609(a). Submit proposals for the AFRL/VS Kirtland AFB technical areas to AFRL Det 8/PKVS, Nancy K. Brunson, Contracting Officer, 2251 Maxwell SE, Kirtland AFB NM 87117-5773. Submit proposals for Hanscom AFB to AFRL/VSOT, Attn: Claire Marcotte, 29 Randolph Rd, Bldg 1107, Rm 244, Hanscom AFB MA 01731-3010. Proposals for Kirtland AFB that are to be submitted during the quarters specified by a technical area will be accepted in accordance with the following schedule: First Quarter ending 10 Jan 2001, Second Quarter ending 02 Apr 2001, Third Quarter ending 02 Jul 2001, and Fourth Quarter ending 1 Oct 2001. All other proposals for Kirtland AFB areas and Hanscom AFB areas will be accepted any time during the fiscal year. Proposals which comply with the requirements identified in this announcement will be competitively evaluated in accordance with AFMC FAR Supplement 5335.016-90(d). The proposals will be evaluated by a peer or scientific review process in accordance with the following evaluation criteria listed in descending order of importance: 1. The overall scientific and technical merits of the proposal, including capabilities and related experience, facilities, techniques or unique combinations of these which are integral factor for achieving proposal objectives; and, 2. Importance to AFRL/VS programs; and, 3. Availability of Funds. No further evaluation criteria will be used in selecting the proposals. AFRL reserves the right to select for award any, all, part or none of the proposals received in response to this announcement, subject to the availability of funds. The Government reserves the right to award the instrument best suited to the nature of research proposed. Accordingly, VS may award a cost reimbursement contract under the Federal Acquisition Regulation (FAR) or an Other Transaction (OT) for Prototype, grant, cooperative agreement or OT for Research. All interested offerors shall include technical status reports and a final report in addition to any other proposed deliverables. Offerors should use the cost proposal instructions most appropriate for the nature of R&D proposed. Topic areas may involve technology that is subject to U.S. Export Control Laws. It is anticipated that awards will be unclassified with limited access. Therefore, only offerors who are certified by the Defense Logistics Information Service (DLIS) may submit proposals. Foreign owned firms are advised they may be precluded from proposing. Foreign owned firms that are interested must contact the Contracting Officer, Nancy K. Firms responding should indicate if they are a Small Business, a Socially and Economically Disadvantaged Business, an 8(a) Certified Business, and/or a Woman-Owned Business. An Ombudsman has been appointed to mediate concerns from offerors or potential offerors during the pre-proposal phase of competitive, negotiated acquisitions. The Ombudsman does not participate in proposal evaluation or contractor selection. The Ombudsman can work with responsible acquisition officials to respond to concerns, but will not detract from the authorities of the Project Manager or Contracting Officer. When requested, the Ombudsman will maintain the confidentiality of sources. This announcement is an expression of interest only and does not commit the government to pay for proposal preparation cost. The cost of preparing proposals in response to this BAA is not considered an allowable direct charge to any resulting contract or to any other contract. However, it may be an allowable expense to the normal bid and proposal indirect cost.
