Description
The Nuclear Regulatory Commission intends to negotiate solely with Exitech Corporation, 102 East Broadway, Maryville, TN for presentation of the training course entitled, "Training and Management Challenges in Decommissioning and Decontamination Projects," under the authority of FAR 6.302. The proposed contract will be a commercial item award prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This notice of intent is neither a request for proposals nor a solicitation of offers. The areas of instruction (using activities at the Hanford site as examples) to be presented include methods for processing of radioactive sodium and sodium-potassium alloys utilized in sodium-cooled fast breeder reactors, methods for decontaminating surfaces exposed to sodium and sodium-potassium alloys, and methods for estimating the cost of performing the two aforementioned activities. EXITECH is the only vendor currently capable of fully satisfying the aforementioned technical requirements. EXITECH is the sole provider of environmental, safety, and health training services for the Department of Energy Hanford Site workforce. Thus, they have unique knowledge of and access to ongoing or planned activities at the Hanford Site. They also possess the unique technical expertise needed (expertise in such areas as methods for processing of radioactive sodium and sodium-potassium alloys utilized in sodium-cooled fast breeder reactors, methods for decontaminating surfaces exposed to sodium and sodium-potassium alloys, and cost estimating) to assist the Kazakhstani specialists participants in understanding and applying techniques utilized at Hanford for addressing these issues to ongoing or planned decommissioning-related activities at the BN-350 fast breeder reactor near Aktau, Kazakhstan. In addition, EXITECH has personnel capable of providing instruction to the Kazakhstani participants in the Russian language. The period of performance for this activity will be from November 5 to 18, 2000. No activities beyond conduct of the November 5 to 18, 2000, training course are planned. Conduct of this activity during this time frame is also unique in that its conduct is needed to support decommissioning-related activities at the BN-350 fast breeder reactor that are scheduled to begin in January 2001. Interested firms must submit written capability statements demonstrating their ability to perform the required services, not later than November 1, 2000. Capability statements that do not fully demonstrate the respondent's ability to satisfy the requirements above will not be considered.
