Background "CUSTOM AIR PALLET SYSTEM TO MOVE LARGE AIRCRAFT, WRIGHT-PATTERSON AIR FORCE BASE, OH 45433 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation #F3360100T01136 is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20. The proposed acquisition is 100% set aside for small business concerns. The NAICS code is 333924. The small business size standard is 750. The acquisition has one line item. A description of the requirement is as follows: The Air Force Museum has a requirement for a custom built air pallet system to move several large aircraft within the close confines of the museum. The pallets must be constructed of lightweight honeycomb aluminum extrusion and equipped with internal flow controls to increase overall system stabilization over cracks and rough floor. The air bearings are to be equipped with full torus bag air diaphrams, vulcanized to aluminum backing plates to aid replacement when fully loaded. The maximum capacity will be 192,000 lbs. on main tandem landing gear. The F.O.B. Point is Destination. AN ON-SITE VISIT IS REQUIRED TO FULLY UNDERSTAND THE REQUIREMENT BEFORE QUOTING. Site visit and quotation preparation is at the contractor's expense. Award will be based on overall best value. Evaluation criteria will be based on technical, price, and past performance. The quoter shall provide technical information and diagrams, along with the quote and a list of all relevant past and present contracts performed for Federal, State, or Local Governments, and/or commercial sources, including (1) company name, (2) contract number, (3) date of contract, (4) brief description of product provided, (5) dollar value, and (6) name and number of point of contact. All quoters are to include with their quotes a completed copy of Provision 52.219-1, Offeror Representations and Certifications Commercial Items. FAR Clause 52.212-4, Contract Terms and Conditions -- Commercial Items, and 52.219-6 are incorporated by reference. The following additional FAR clauses which are cited in Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, are applicable to the acquisition: 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Special Disable and Vietnam Era Veterans; 52.222-36, Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; 52.232-33, Mandatory Information for Electronic Funds Transfer Payment.
